Of PM package of Rs 30000 Cr, J&K could spent only 6000 Cr in 5 years

SRINAGAR, Aug 21: In a startling disclosure, Chief Minister Omar Abdullah, today informed Legislative Assembly that the Government of India had approved and made available to Jammu & Kashmir state Rs 30,000 crore under Prime Minister’s Reconstruction Plan (PMRP) but the PDP-Congress coalition government had spent not more than Rs 6,000 cr on the projects sanctioned by the Centre in the last five years. Tourism development and Health & Medical Education---including upgradation of Srinagar and Jammu medical colleges to the level of AIIMS---had remained worst affected till the 5-year life of PMRP expired in March 2009.
In written reply to a starred question from Harsh Dev Singh of National Panthers Party (NPP), Chief Minister Omar Abdullah, who is holding the portfolio of Planning & Development Department, revealed that head of the UPA Government and Prime Minister, Dr Manmohan Singh, had approved a special plan outlay of Rs 23,321.47 cr under PMRP for reconstruction and development of infrastructure in the strife-ravaged Jammu & Kashmir state which was eventually enhanced to a whopping Rs 29,954.85 cr.
Chief Minister said in his reply---that did not come up for discussion during the limited Question Hour---that the PMRP package had to be spent in three particular groups---State Sector Projects implemented by State agencies, Central Sector Projects implemented by State agencies and Central Sector Projects implemented by Central agencies. According to him, Rs 2,789.74 cr had been utilized out of Rs 6,052.90 cr available in group ‘A’, Rs 763.44 cr out of Rs 5,446.23 cr approved and made available in group ‘B’ and Rs 2,814.35 cr out of Rs 18,455.72 cr earmarked in group ‘C’. In other words, a poor 21.25% of the total funds provided in full life of 5 years have been utilized by the PDP-Congress coalition government in the last 5 years. Chief Minister informed the House that the issue regarding extension of PMRP in J&K beyond March 2009 had been taken up with Government of India and a positive response was expected from the Centre. He said that Centre had announced the sanction of one Central University, one IIM, 10 Degree Colleges and 18 Polytechnics for Jammu & Kashmir in the last two years.
According to the figures provided by Chief Minister, Rs 1,350 cr had been approved for Transmission & Distribution of power but only Rs 500.60 cr have been spent. An amount of Rs 634.00 cr had been approved for Srinagar-Leh Transmission Line but the expenditure is zero while as Rs 49.00 cr had been approved for establishment of 10 colleges and Rs 22.50 cr for establishment of 5 ITIs but expenditure is zero.
Under PMRP, Centre had approved and provided Rs 345.00 cr for electrification of all villages across J&K state but the State agencies utilized not more than Rs 164.85 cr. Rs 251.14 cr had been provided for National Rural Health Mission but actual expenditure is just Rs 144.96 cr. Centre had approved Rs 120 cr each for upgradation of Government Medical College Jammu and GMC Srinagar to the level of All India Institute of Medical Sciences New Delhi. While a paltry sum of Rs 19.16 cr was spent on GMC Srinagar, not more than Rs 38.60 cr was utilized for GMC Jammu.
Centre had also approved and provided Rs 31.50 Cr for setting up of 50 tourist villages but total expenditure is not more than Rs 4.40 cr. It had also approved Rs 240.00 cr for 12 Tourist Development Authorities but the state government could utilize just Rs 53.39 cr. Besides, Centre had also approved Rs 298.76 cr for conservation of Dal Lake but the expenditure is not more than Rs 120.00 cr.
