| GOVT UNLIKELY TO ACCEPT CONDITIONAL HIZB’S CEASEFIRE | | | Srinagar, September 29 :-Notwithstanding its climb down in imposing conditions for ceasefire the latest offer from Hizbul Mujahideen outfit is unlikely to be accepted by the Government of India. Earlier the Hizbul Mujahideen had announced that it was ready to announce ceasefire if the Government ordered demilitarization, release of all detainees, accepted that Kashmir was a disputed territory and ensured that there were no human rights violations by the security forces in Jammu and Kashmir.To this conditional ceasefire offer the Government of India preferred to ignore it. Now the Hizbul Mujahideen supreme,Syed Salahuddin,has stated that he was ready to announce ceasefire if the Government withdrew its troops to pre-1989 position. He,in an interview with an electronic news channel,did not tag three other demands,made earlier by him,with the latest demand. Official sources told Kashmir Independent Press on Friday that the Government “does not see any difference between demilitarization and withdrawal of troops to pre-1989 position.” They said the Government of India had already rejected the demand for demilitarization on the plea that the level of militancy related violence and infiltration had yet to become a thing of he past. Hence it may not be feasible for the Government to accept Syed Salahuddin’s diluted conditional ceasefire offer when Hizb ceasefire would be a meaningless exercise because of lack of support to ceasefire from dreaded rebel outfits,including Lashkar-i-Toiba,Al Badr and Jaish-e-Mohammad,which are not constituents of Salahuddin headed United Jehad Council. Officers of various security and intelligence agencies said that of late Syed Salahuddin had started fearing severe dissensions within Hizbul Mujahideen outfit after a large number of the outfit’s field commanders were eliminated in the operations launched by the security forces.They said that in order to ward off any immediate threat to his leadership he was toying with the idea of offering a conditional ceasefire so that Hizb activists were not targeted by the security forces. GOC-in-Chief Northern Command Lt. Gen. Deepak Kapoor,has said that “only genuine ceasefire and that too by all militant outfits that matter could prove a meaningful exercise.” He has said that “if only one militant outfit declared ceasefire it will be difficult for the security forces to identify Hizb activists when several terrorist organizations were operating in Jammu and Kashmir.” The state Government sources said that “we shall welcome ceasefire by all rebel groups. One it materialized security forces too will be directed to cease combat operations.” They said “all depended on the will of Gen. Pervez Musharraf. If he sincerely wanted to see end to cross border terrorism he can easily force militants to go in for a ceasefire.” Will Gen. Musharraf oblige India? This is the question which will find its answer in the future developments.
