| Panthers Party questions Govt decision on funds to DDBs | | | EARLY TIMES REPORT SRINAGAR, AUG 24: The NC-Congress coalition Government today cut a sorry figure when it had no answer to a query raised by National Panthers Party member Harsh Dev Singh in the State Assembly about the rules under which the Government provided additional funds to District Development Boards (DDBs).
The question was raised when Minister of State for planning Manohar Lal informed the House that an amount of Rs 13,675.14 lakh was provided additional to various districts over and above the amount in the normal plan during 2007-08 and 2008-09.
"Under what rule the additional funds have been provided to the boards? what authority you have to allocate additional funds when the local legislators have no information, who are members of the boards"?, Singh asked.
Unable to give any satisfying replies, Lal began to speak on the opening and upgradation of schools as recommended by district development boards.
He said the Government has decided to put on hold the upgradation process and instead has shifted the focus on consolidation of the infrastructure of already upgraded schools.
Presently 194 high schools and 68 higher secondary schools are functioning through internal adjustment, Lal said.
Regarding the opening of health institutions, he said, the locations were finalized in consultation with MLAs and the proposal is under examination in the administrative department.
