| CM announces cabinet sub-committee to look into SRO-294 | | Promotion of education imperative for progress: Azad | | SRINAGAR, JULY 17, – Chief Minister Mr. Ghulam Nabi Azad has announced constitution of a cabinet sub-committee to go into entire gamut of SRO-294 and submit its report within one month. Chairing meeting of the State Advisory Board for the Development of Gujjars and Bakarwals here on Monday, the Chief Minister said that the cabinet sub-committee would be headed by Minister for Animal and Sheep Husbandry Mr. Taj Mohi-ud-Din. Minister for Youth Services and Sports Peerzada Mohammad Sayeed, Agriculture Minister Mr. Abdul Aziz Zargar, Minister for Animal and Sheep Husbandry Mr. Taj Mohi-ud-Din, Minister for Consumer Affairs and Public Distribution Hakeem Mohammad Yaseen, Social Welfare Minister Haji Nissar Ali, Minister of State for R&B Mr. Gulchain Singh Charak, Vice Chairman State Advisory Board for the Development of Gujjars and Bakarwals Haji Buland Khan, Chief Secretary Mr. C. Phunsog, Financial Commissioner Home Mr. B. R. Kundal, Board members and senior officers participated in the meeting. The Chief Minister said that all possible measures would be taken for speedy socio-economic development of Gujjars and Bakarwals besides other such communities that have remained backward so far. Saying that education is key to all progress, he laid stress for focusing on this aspect so that children of these communities get quality education. He also called for promotion of female education among these communities. Mr. Azad announced Rs one crore for renovation of Gujjar and Bakarwal hostel buildings to provide better accommodation facilities and congenial atmosphere for the students of these communities to pursue their education. He also ordered release of Rs. 14 lakh for meeting expenditure on account of providing pre-matric scholarships to the students of these communities. He also announced constitution of a committee under the chairmanship of the Chief Secretary with regard to enhancing the amount of scholarship for the students of Gujjar and Bakarwal communities. The Chief Minister said that for effective and better implementation of the Board decisions, a core group would be set up to meet after every two months and report progress. This mechanism, he said, would go a long way in monitoring implementation of the Board decisions speedily so that the targeted sections get optimally benefited. Referring to the posting of wardens of Gujjar and Bakarwal hostels, the Chief Minister asked the committee appointed for the purpose to submit its recommendations by August this year. He said while appointing wardens of these hostels, their dedication, hard work, spirit of service and missionary zeal should be kept in view. He said that no warden should be allowed to continue after a period of three years except in exceptional cases where the performance has been of the highest order. The Chief Minister asked the Board members to formulate a need-based list within 10 days for opening of seasonal schools in the state so that the children of migratory Gujjar and Bakarwal families are provided quality education facilities round the year. He also impressed upon the Board members to identify houseless persons of the Gujjar and Bakarwal communities in their respective areas so that the difficulty of such families on this count is taken care. To strengthen functioning of the Board and make it more effective, Mr. Azad said that from now on there would be two meetings of the Board in a year. To facilitate the members to attend Board meetings, he said that they will get air and taxi charges for the same as the case may be and also provided daily allowance on attending such meetings. Earlier, Vice Chairman State Advisory Board for the Development of Gujjars and Bakarwals Haji Buland Khan in his opening remarks gave a resume of the functioning of the Board, steps required for giving impetus to improve socio-economic conditions of these communities and their development needs. The Board members hailed the bold and courageous decision taken by Mr. Azad for creating new districts, sub-divisions and tehsils thereby fulfilling the long-pending demands and aspirations of the people of the state. They also extended their whole-hearted support and cooperation to the Chief Minister in making Jammu and Kashmir number one developed and prosperous state of the country as envisioned by him. They made a special mention of the bold initiatives taken by him for eradication of corruption, ensuring good governance, responsive administration and healthy work culture besides launching massive development effort across Jammu and Kashmir particularly in the far-flung areas that would tremendously transform the socio-economic development profile of the people of the state.
