Caught in Jammu V/s Kashmir Central University slips by year

Jammu, Aug 24: “One in hand is better than two in bush”, this saying aptly describes the nearly gone case of Central University in Jammu and Kashmir as the Union Ministry of Human Resource Development is learnt to have put off by an year the prestigious institute of higher learning in this regionally polarized state. The Human Resource Development Ministry is also learnt to have informed the Prime Minister’s Office that another Central University in Jammu and Kashmir can not be an immediate possibility.
While 13 of the 15 newly sanctioned Central Universities are reported to have rolled out their academic sessions from the current year, the tug of war between Kashmir and Jammu regions and a clearly failed and ambiguous approach of the state government has jeopardized the creation of University. The failure of state government in coming clear on location of University and instead approaching the Center with demand of another clearly put the fact in the minds of people in New Delhi that eventual location of Central University in Jammu and Kashmir will have serious political repercussions.
Early Times had exclusively reported in its Monday issue about the University decision of deferring its academic session by a year. The University was supposed to roll out M.Phill programmes in Information Technology, Business Management and English Language by the current session which was put off in view of a deadlock on location of its campus.
Sources of have indicated that owing to serious political repercussions on location of Central University, the Union Ministry of Human Resource Development has decided to put off academic functioning of the University to next year. It may be mentioned here that academic session in 13 of the 15 newly sanctioned Central Universities across the country has already been rolled out is on the way by the current academic session. The other state to share the fate of Jammu and Kashmir is neighbouring Himachal Pradesh where people missed to have their University due to a tug of war between BJP, the ruling party in state and the Congress which wields influence at Center.
While an Officer on Special Duty at the Srinagar office of Central University of Jammu and Kashmir told Early Times that he was not aware of any such development, the Vice Chancellor Prof Abdul Wahid said, “I am not surprised to hear this”. Sources said that the VC Prof Wahid had written to the state government as well as Union HRD Ministry, immediately after his appointment, for identification of land to begin process of bringing up the infrastructure. “He is yet to hear on this”, said a source.
The Convener of Central University Andolan Samiti, a conglomerate of various organizations spearheading agitation in Jammu, Paviter Singh told Early Times, “no matter the establishment of University is delayed for a year or two, our agitation shall continue”. When asked that agitation is already loosing vigour and how would he sustain for a year of final decision is help for that long, Paviter Singh said, “there is no question of letting the agitation loose steam”. He added, “in fact, have been given a deadline of August 30 by the government to set the record straight and therefore we are waiting for that time”.
Paviter Singh said if the state government fails to come up with a clear cut stand on the location of Central University in Jammu, the agitation will be intensified. “we are not sitting silent”, he said and added, “our boys are already out in different districts to mobilize support for a mega rally (of nearly 1.5 lakh people) in week of August.
The legal experts, however, suggested that identifying location for establishment of the Central University is a prerogative of the Central government and not the state government.
