| Set up Planning board, strengthen police, reduce troops: CPIM | | | Early Times Report Srinagar, Aug 27 : Demanding setting up of a Planning Board ( PB), strengthening of state police and reduction of troops in Jammu and Kashmir, the Communist Party of India (M) today expressed concern over the non-utilisation of central funds which later gets lapsed. Participating in the debate in the Legislative Assembly on discussion and voting on the demands for grants for the year 2009-10 to departments under Chief Minister Omar Abdullah, lone CPI(M) member in the House Mohammad Yousuf Tarigami alleged that there was no accountability and transparency in the administration. There is no transfer policy and administration was being politicised, he said adding administration should be separated from politics. Mr Tarigami said corruption was the main issue in the state which needs to be dealt with an iron hand. Why cannot we give full authority and teeth to our Vigilance Organisation (VO) at par with Central VO to check corruption in the state, he asked. I am surprised that Heads of the Departments in the state are just ''desk babus'' who never visits any area for which they are sanctioning funds for development, he said adding they should conduct tours so that they could get first hand information of that area, particularly far flung and remote areas. Alleging that there is no transfer policy in the state, he said officials and officers were being transferred without any reason. An officer is transferred, giving the reason public interest, he said adding this should be stopped and transfer policy made for the state. Mr Tarigami said the faith on the government system is going down. He wanted that Right to Information Act should be made more effective. The CPI(M) member was also very concerned about the viva system in selection process. It is 20 marks through viva, he said adding this could be misused while selecting the candidates for recruitment. He demanded that it should be made 10 marks and later zero so that selection process is more transparent.
