| Confirmed : Three locations in Jammu , four in Kashmir being considered for CU , IIM | | | Early Times Report Jammu/Srinagar, Aug 27: Either the Group of Ministers –the Panchratnas of Jammu region –lied to the people earlier this month or the government today blatantly misled the Legislative Assembly on the issue establishment of Central University. The Group of Ministers –comprising Medical Education Minister Rajinder Singh Chib, Health Minister Sham Lal Sharma, Industry Minister Surjeet Singh Slathia, Revenue Minister Raman Bhalla and CM’s Polical Advisor Devinder Singh Rana –in a meeting with the prominent citizens and student leaders of Jammu here on August 5 told them in no ambiguous terms that the Central University shall come in Jammu, even though they asserted that Central Government has been approached for another similar institution. Not only this, on August 5, the Minister for Revenue visited a village near Samba and people were given to understand that land has been identified for establishment of Central University and the local authorities have been told to undertake the demarcation process. However, contrary to this commitment, the Minister for Higher Education Abdul Ghani Malik today told Legislative Assembly that not location has so far been finalized for the establishment of Central University while seven sites are under consideration and teams have been constituted at the level of State and Central government to finalise the locations for Central University and Indian Institute of Management. Interestingly, so far, the government has only been saying that Central University shall come up in Jammu but never talked about location of the Indian Institute of Management. There has been unrest in Jammu for establishment of CU as many apprehended its coming up in Kashmir but the government never clarified on this account. Today it was first time ever the government admitted that three locations in Jammu and four in Kashmir were under consideration for establishment of the Central University. The Minister said that one Central University and one IIM have been sanctioned for State of J&K by Government of India. He said 500 acres of land is required for Central University while as 200 acres of land for IIM, adding that teams at the level of Government of India as well as State Government have been constituted for identification and inspection of the chosen sites. He said that three sites in Jammu and four sites in the valley have been identified having different dimensions. The state government has requested Government of India to sanction two Central Universities for J&K, one each for Jammu division and Kashmir division, reaction of Government of India to the request of State government is awaited, he added. Meanwhile, it is important to mention here that not only on the case of Central University and Indian Institute of Management that the lack of will on the part of government is delaying coming up of these institutions, same is the case with 11 Degree Colleges especially sanctioned by the HRD Ministry for OBC inhabited areas, 18 polytechnic colleges and five Industrial Training Institutes. Despite their sanction from the Center, the government has not been able to identify locations for their establishment. Responding to questions of Harsh Dev Singh, Balwant Singh Mankotia, Mir Zahoor Ahmad, Yashpaul Kundal, Ashwani Kumar Sharma and Ashok Khajuria, the Higher Education Minister Malik told Legislative Assembly that the Government of India has sanctioned one Central University, One IIM, 11 OBC Degree Colleges, 18 Polytechnics and Five ITI’s for the State of Jammu and Kashmir, the locations for these are yet to be identified. The Minister said that the University Campuses, Sub-Campuses have been established at Bhaderwah, Kathua, Udhampur, Poonch in Jammu Division and at Anantnag, Baramulla in Kashmir Division. Besides two satellite centers are functioning one each at Ramnagar and Reasi. Giving details for release of funds to the Universities, the Minister said that Bhaderwah Sub-Campuses have been provided Rs. 586. 00 lakhs, Kathua Rs. 425.00 lakhs and Udhampur Rs. 425.00 lakhs. He said that Poonch University has granted initial seed money from its own resources, Rs. 520.00 lakhs have been released for Anantnag and Rs. 340.00 lakhs for Baramulla. Ramnagar University has granted initial seed money from its own resources and Reasi the infrastructural support has been provided by the University, he added. Malik said that the benefit of reservation in Master Degree Programme in all Campuses and Satellite Campuses has been thoroughly discussed in the 67th University Council meeting held on February 25, 2008. The Council resolved that “50% of the total seats in any stream/subject in all these campuses and satellite centers shall be reserved for the candidates who are the pass out of the respective district colleges and only in the event of no such candidate being available for these seats, the same would be filled up by the students from other areas. In the case of Bhaderwah this would mean that the students from colleges belonging to the erstwhile district of Doda and for Poonch Campus Colleges from both the districts of Poonch and Rajouri will be considered”, he added. The Minister said that there are two University Campuses one each at Kathua and Udhampur. Besides, Satellite campuses have also be established at Ramnagar and Reasi. There is no proposal to established any more campuses/satellite campuses at present, he said. The Minister said that 18 Degree Colleges in the state were established in the last two years, out of which nine are functioning in Jammu division. Malik said that the process for identification of land for these colleges has been started. He said as and when the land is finally identified the construction work of college building will be started. He said for the present the colleges are operating in make shift arrangement at the Higher Secondary Schools and other buildings and the teachers have been provided on regular and academic arrangement basis for teaching the students, he added.
