J&K IIM approved but delayed by year

Jammu, Aug 27: Due to failure of the state government in indentifying location to the satisfaction of both regions, not the case of Central University has slipped into a perpetual jeopardy, but the prestigious Indian Institute of Management to come in Jammu and Kashmir too has been delayed by a year.
The Union Cabinet today gave its formal approval and funding parameters for setting up of seven Indian Institutes of Managements in the country including one in Jammu and Kashmir. These IIMs were announced were announced by the Union Ministry of Human Resources Development on March 29, 2008. As per the decision of today’s meeting of Union Cabinet, four IIMs –to be established at Tiruchirappalli (Tamil Nadu), Ranchi (Jharkhand), Raipur (Chhattishargh) and Rohtak (Haryana) – shall come during 2009-10 while three –to be established in Jammu and Kashmir, Uttrakhand and Rajasthan –shall come up in 2010-11. The delay of an year in establishment of IIMs in Jammu and Kashmir and two other states is purely on account of failure of the respective state governments in identifying locations for building up these world class centers of excellence.
It may be mentioned here that on March 29, 2008 the Union Ministry of Human Resources Development had announced setting up of an IIM in Jammu and Kashmir (besides five in other states). Later same year a Central University was also announced for Jammu and Kashmir (besides 14 in other states). Though a formal process could never begin for location of these prestigious institutions but it was given to understand by the political leadership of the day that the Central University shall come up in Jammu and IIM in Kashmir. While the formal funding was yet to be approved for the IIMs, the establishment of Central University in Jammu and Kashmir is already in limbo even though the Parliament had already enacted a legislation to this effect, earlier this year.
The union cabinet today approved setting up of seven new Indian Institutes of Management (IIMs) in Tamil Nadu, Jharkhand, Chhattisgarh, Haryana, Jammu & Kashmir, Uttarakhand and Rajasthan besides allocating Rs 1,057 crore for their establishment. Currently, there are seven IIMs in the country at Ahmedabad, Bangalore, Kolkata, Lucknow, Indore, Kozhikode and Shillong.
he cabinet approved an outlay of Rs 451 crore in the eleventh and twelfth Five Year Plans for each IIM. The projected outlay for eleventh Five Year Plan for each of the four IIMs to be established at Tiruchirappalli (Tamil Nadu), Ranchi (Jharkhand), Raipur (Chhattishargh) and Rohtak (Haryana) during 2009-10 is Rs 166 crore. These are to be set up in 2009-10 and become functional from academic session 2010-11.
For the remaining three IIMs to be set up during 2010-11 or the second phase, the requirement for the eleventh Five Year Plan would be Rs 131 crore each. Though their locations have not been decided as yet, the rest of three IIMs would be set up in Jammu & Kashmir, Uttarakhand and Rajasthan in 2010-11.
The total requirement of funds for establishment of seven new IIMs during the current plan works out to Rs 1,057 crore.
There would be intake of 140 students in the Post Graduate Programme (PGP) course in phase-I and by the end of phase-II, it would reach 560 students per year. Admission shall be through the Common Admission Test (CAT).
The eleventh Five Year Plan endorsed by the National Development Council (NDC) in December 2007, envisaged the establishment of seven new IIMs in the country, out of which, one IIM namely Rajiv Gandhi Indian Institute of Management (RGIIM), Shillong has already been established in Shillong (Meghalaya) commencing its first academic session from 2008-2009.
