| Soz gets the lion’s share, Tara Chand’s list consigned to dustbin | | Politicians, bureaucrats get their kin appointed as Govt advocates | | Ahmed Ali Fayyaz SRINAGAR, Aug 28: Kith and kin of a number of bureaucrats and politicians are among the people who have replaced all the incumbents appointed by the previous Congress-PDP coalition government as Government Advocates in Jammu & Kashmir. While Jammu & Kashmir Pradesh Congress Committee President, Prof Saif-ud-din Soz, National Conference General Secretary, Sheikh Nazir Ahmed, and Minister for Law & Parliamentary Affairs, Ali Mohammad Sagar, have got the lion’s share in accommodating their favourites, all those recommended previously by then Deputy Chief Minister, Pandit Mangat Ram Sharma, have been dropped and those nominated, of late, by Deputy Chief Minister Tara Chand have failed to become Government advocates. According to the Government Order No: 1856-LD(A) of 2009 dated 27th August 2009, issued by the state Law Department yesterday, National Conference-led coalition Government has accepted the resignation of all Government Advocates and appointed 22 incumbents as the new Government Advocates. Additional Advocates General (AAGs) Ali Mohammad Magray and S C Gupta, have been re-appointed and now designated as Senior AAGs for Kashmir and Jammu wings of High Court respectively. Their existing seniority has been quoted as their merit for the elevation. Omar Abdullah’s government had already accepted the resignation of Advocate General, D C Raina, and replaced him by the senior National Conference loyalist, Mohammad Ishaq Qadiri. Resignations of all others have been accepted on Thursday and a fresh team of Government Advocates has been constituted by Minister of Law & Parliamentary Affairs, Ali Mohammad Sagar. While Qadiri is known for his proximity to the NC President, Dr Farooq Abdullah, and has succeeded to take lead over the former AG, Mohammad Aslam Goni, Magray has been a long time associate of Mr Sagar. According to the order, Gagan Basotra, Abdul Hameed Qazi and Jagdish Raj Parihar have been appointed as AAGs for Jammu and Aijaz Chisti, Shabir Ahmed Vakil and Javed Ahmed Kawoosa as AAGs for Kashmir. Even as Qazi is believed to have been retained on his merit, all the five others, according to informed sources, are the favourites of either Soz or Sheikh Nazir. Sources said that Basotra and Vakil had been recommended by Soz and others----Parihar, Chisti and Kawoosa---by the NC General Secretary. Principal Secretary to Chief Minister, Khursheed Ahmed Ganai, has got his brother, Alla-ud-0din Ganai, appointed as Deputy Advocate General (DAG) in Kashmir while as Principal Secretary Industries Anil Goswami’s wife, Neeru Goswami, has been re-appointed as DAG in Jammu. Goswami’s wife had been earlier appointed as DAG when he was Principal Secretary to then Chief Minister Ghulam Nabi Azad. Soz’s nominee Rameshwar Jamwal and two more of Sheikh Nazir’s favourites, Choudhary Mohammad Anwar and Shaista Hakeem have also been appointed as DAGs in Jammu. In Kashmir, Government has reappointed Soz’s favourite, Nisar Hussain Shah and freshly appointed Speaker of Assembly Mohammad Akbar Lone’s son, Hilal Ahmed Lone, and former Mayor of Srinagar Municipal Corporation, Ghulam Mustafa Bhat, as DAGs. While as Congress nominees, Babu Ram Chandan and Ms Deepika Mahajan, have been appointed as Government Advocates in Jammu, NC nominees Mohammad Ashraf Thkaur, Shabir Ahmed and Ms Muzhat Razaq besides Soz nominee, Shah Aamir, have been appointed as Government Advocates in Srinagar. Those dropped by way of accepting their resignations include former DGP Manmohan Khajuria’s daughter, Seema Shekhar, PC Sharma, Vinod Bakshi, Daleep Bangotra and Virender Bhat. They had all served as AAGs and DAGs in Ghulam Nabi Azad’s government. While Bhat had been recommended by Azad, all others were believed to the favourites of then Deputy Chief Minister Mangat Ram Sharma. In Kashmir, those dropped as AAGs include Syed Riyaz Hussain and Azhar-ul-Amin and those dropped as DAGs include former Law Minister Muzaffar Hussain Baig’s favourite, Manzoor Ahmed Baig a USA-based Hurriyat activist’s brother, Majid Aftab Wani and senior PDP leader Pir Mohammad Hussain’s son, Hashim Hussain. While Azhar-ul-Amin had been recommended by former AG, D C Raina, during Governor’s rule, all others were believed to have been nominees of PDP.
