| 15 accidents leaving 3 dead, 21 injured define daily journey on J&K roads | | | ZAFAR CHOUDHARY Jammu, Aug 28: Hundreds and thousands of crores of rupees are being spent on countering designs of an estimated 800 militants and wholesome policy framework –involving best minds from state and the country –is devoted in making Jammu and Kashmir free of militant violence. The multi-pronged clearly seems to have paid well as militant violence in the state is on constant wane for last few years but that does not mean innocent peoples are not losing their lives for hardly any of their faults. Had militancy not involved the political questions of national integrity and sovereignty, hundreds would have been allowed to die unattended as it is happening on the roads of Jammu and Kashmir every new day. The legislative assembly, which currently in session, is going through thought provoking debates on seeking political solutions to the Kashmir issue. Everyone from Chief Minister to the opposition leader and the first timer legislators are coming up with their own solutions to seek an end to blood shed. No discussions, however, have been held on the blood which is spilled over roads and can be checked if a concerted policy if framed. A good sign as it has come, the number of civilians and security personnel killed in the incidents of militancy is on constant decline since 2002. This improvement in situation has been more remarkable since 2006. However, at the same time, a serious cause of concern is fast shooting up number of deaths in the road accidents. While most these accidents have been fatal taking life on spot but in many cases the commuters lost life simply because they could not get a timely medical aid. Between January 2006 and ending May 2009, as many as 3275 commuters lost lives in road accidents. The average daily death count on the roads comes out to around three persons. This is almost three times higher than daily average of less than one person killed in militancy for the same period. Between January 2006 and ending May 2009 1031 civilians and members of the security forces lost their lives in incidents of militancy. Even if the number of militants is also included in this count of death toll in militancy for this period of three years and five months, the total death count in militancy still remains far below the number of persons killed in road accident. 2634 killings have been reported in militancy since January 2006, this included 1531 militants, 624 civilians and 423 members of the security forces. As many as 18961 accidents have occurred across Jammu and Kashmir in 29 months killing 3275 commuters and injuring 260409, most of the seriously. Owing to its hilly and tough terrain, Jammu region, almost all ten districts, are home to most of the accidents. As per the official figures compiled by the Traffic Department, there has been a daily average of ten accidents in Jammu region and half that in Kashmir. Of total 18961 accidents in 29 months, 12242 took place in Jammu killing 2432 persons and injuring 16531. Kashmir Valley, which is generally plain, witnessed far lesser number of accidents and human loss thereof. Statistics show that only 6719 accidents took place in Kashmir killing 870 persons and injuring 9818.
