| Make judicious use of force | | | Past few months in Jammu and Kashmir have seen enough of fuss on what kind of security forces should man the law and order duties in the civilian areas. Owing to insurgency, there is huge deployment of central paramilitary force, the CRPF and even Army in several areas doing the policing. Earlier there used to be huge presence of Border Security Forces on law and order duties which was reduced and then replaced in a phased manner only to be taken over by the state police. Following opposition and public outcry, the Chief Minister Omar Abdullah has several times declared that baton shall soon be passed on to the Jammu and Kashmir Police. But is that really possible at the moment? Not really? If not half, nearly one-third of the 70,000 plus force of Jammu and Kashmir Police is on security duty of the protected persons, their residences and other important buildings. In many cases there are real threats and threat perceptions but the violations and misuse have their own share in the deployment. Around two and half months back when Union Home Minister P Chidambram visited Srinagar to take stock of situation of arising out of the Shopian rape and murder, he was taken aback by the information that more than 20 battalions of Armed Police were deployed on the security duties of protected persons and buildings. During his discussion with the senior police officials at Unified Headquarters meeting Chidambaram wanted to know the deployment pattern of 26 batallions of state armed police. The Home Minister was looking for a feedback from the state police officials why at all they have to bank on para military troops for routine duties in Kashmir valley. He was reported to have made it clear that the centre would like the state police to play the primary role in maintaining law and order across the state. The Home Minister was suggested by his accompanying ministry officials that if the state police force pooled its resources judiciously by way of proper man management several para military companies can be relocated by handing over the law and order duties to the state police forces. The Home ministry officials were apprised by the state police force that in view of the prevailing security scenario in the state large number of state police force was deployed on security duties and if a fresh review is conducted it would enable state police force to free large number of its men from the ordinary duties. It is high time that the Jammu and Kashmir government took a cue from the Central government which only on Thursday took a daring security review and withdrew Z-category cover from 20 top persons from different fields. There is no denying the fact that as long conflict remains the threat perception prevails. After all this involves and element of surprise. But then there are larger challenges which need to be tacked by judicious use of available force.
