| Autonomy still alive, says NC about ‘dead’ issue under consideration of ‘defunct’ working group | | | Early Times Report
Srinagar, Aug 29: After a prolonged silence of National Conference on its pet issue, the government today confirmed to the Legislative Assembly that Autonomy resolution was still alive and under consideration of the ‘near defunct’ Working Group of the Prime Minister. Amidst a nationwide outcry, the National Conference government had moved and got passed the Autonomy resolution in Legislative Assembly on June 26, 2000 and send for consideration to the Central Government. The NDA Government, then ruling at Center, outrightly rejected the Autonomy resolution but the National Conference continued to be a part of Vajpayee led Government. The Autonomy issue invariably comes up during almost every session of the assembly even though the National Conference has nearly abandoned it. Responding to a private member resolution moved by CPI(M) MLA Mohammad Yusuf Tarigami, the Law and Parliamentary Affairs Minister Ali Mohammad Sagar told Legislative Assembly that the working group constituted by the Prime Minister for strengthening the relations between Centre and State has also taken into consideration and discussed the state autonomy report passed by the Assembly on 26th of June 2000. The Minister was replying to a private members resolution moved by Mr. M. Y. Tarigami regarding reconsideration of the autonomy resolution already adopted by both the Houses. The Minister said that the working group number 5 was constituted under the chairmanship of Justice (Retd) Sagir Ahmad as a result of Prime Minister’s Round Table Conference to address various core issues concerning the state. The group will deliberate upon the matters relating to the special status of Jammu and Kashmir within the Indian Union and also the methods of strengthening democracy, secularism and rule of law in the state. The group will also deliberate on the issue of effective devolution of powers among different regions to meet regional, sub-regional and ethnic aspirations of the people of the state. Sagar also informed the House that Chief Minister has requested Justice (Retd) Sagir Ahmad on 25th Feb, 2009 to finalize the recommendations of the working group at an earliest. He further said that we should wait for the submission of the report and recommendations of the group. Sagar informed that the Chief Minister has stated on the floor of the House that the request made to the chairman of the working group to discuss the draft report with the members of the group before finalizing the report. Earlier, while moving the resolution, Mr. Tarigami said that the Central government should reconsider the ‘autonomy’ report passed by the State Legislature on June 26, 2000. He said that by doing so the State legislature has only demanded restoration of powers ‘special status’ enshrined in the constitution of State. Tarigami said that when the report was presented before then Union government, it was rejected on the plea that the same would create hurdles in the already initiated dialogue. Where is that dialogue? He questioned and said that the present Central government should positively give heed to the democratically adopted resolution and work for empowering the state. The Marxist leader said that autonomy would restore the confidence of state’s people, adding that besides the aspirations of people regarding regional and sub-regional issues could also be met. Saying that the report is not against any region or party, Mr. Tarigami said the report should be reconsidered and implemented.
