| DC competent for SRO 43 appointments | | | Early Times Report SRINAGAR, AUGUST 31- Minister for Finance, Mr. Abdul Rahim Rather on behalf of the Chief Minister today informed the House that the number of ex-gratia relief and compassionate appointment cases under SRO 43 pending in different districts of the State, including district Kupwara are 1810 and 2303 respectively.
Replying to the question of Mir Saifullah, the Minister said that the Deputy Commissioners have been authorized to settle the compassionate appointment cases as are complete in all respects at their own level in a chronological order. He said only such cases are required to be referred to the General Administration Department (GAD) where relaxation is involved.
The Minister said that out of the 796 cases received in the GAD ending July 2009, relaxation has been granted and conveyed to the Deputy Commissioners in 642 compassionate appointment cases, including 136 cases of district Kupwara up to August 4, 2009. He said more cases numbering 154 received from July 15, 2009 onwards are under process for grant of relaxation by the competent authority.
The Minister said that no ex-gratia relief is payable to the next of the kins of the deceased persons under SRO-43 of 1994. However, a provision has been made in the said SRO for paying cash compensation of Rs 4 lakh in addition to ex-gratia relief of Rs 1 lakh admissible under government order No. 723-GR of 1990, in lieu of government jobs.
Mr. Rather said that this amount of cash compensation has been fixed in 2008 in consultation with the Ministry of Home Affairs, Government of India, which reimburses the expenditure incurred by the State government on this account.
