| Speaker orders probe in expenditure | | Rs 50 cr spent on new legislature complex | | Early Times Report SRINAGAR, AUGUST 31- Taking cognizance of the allegations of some members that dis-proposionate and un-justified expenditure has been incurred on construction of new Assembly Complex Srinagar, the Speaker Legislative Assembly, Mr. Mohammad Akbar Lone today directed the government to produce all tender documents pertaining to the construction of complex for scrutiny. He also directed the R&B Department to prepare a detailed project for developing old Assembly Complex as heritage site besides developing residential units for legislators in the premises. Intervening on supplementaries raised by Molvi Iftikhar Hussain Ansari, Mr. Harshdev Singh, Mr. Ashok Khajuria to a short notice question of Prof. Chaman Lal Gupta regarding expenditure on construction of new Assembly Complex in Legislative Assembly today, the Speaker directed the government to make all required air conditioning and heating arrangement in the Assembly Complex without any delay. The members in their supplementaries alleged that un-justified expenditure has been incurred in the construction of the complex and demanded proper investigation in the matter. Earlier, the Minister for R&B, Mr. G. M. Saroori informed the Legislative Assembly that the construction work of the new legislature complex at Srinagar have been completed at a cost of Rs 50 crore. He said Rs 37.23 crore have been expended on civil, electric, mechanical, drinking water and providing coolers and ACs besides service tax @ 4.8%. The Minister gave detailed information of the expenditure incurred on the construction of the new Assembly Complex, Srinagar. He said in addition, to Rs 37.23 crore, an expenditure of Rs 12.83 crore has been spend on the project from the year 1980-81 to 2000-2001. He said Rs 7.78 crore has been incurred by JKPCC and over Rs 1.35 crore for land acquisition during the period. The Minister said that the execution work of the said complex was allotted to M/S Baldev Timber Traders, Jammu, M/S Hind Timber products Shaltang, Srinagar, M/S Godrej India, Mr. Nazir Ahmad Buchwara for sanitary and plumber work, M/S design Tech India, New Delhi, M/S Kanviday Rai & Chowdhary Consultant Engineers, M/SAmitech Insulation, Jalandhar, M/S Crompton Grieves ,M/S Andrew Yule Ltd, New Delhi, M/S Kriloskar Electronic Company Delhi, M/S System& Power New Delhi, M/S Elegin Electronics New Delhi, M/S Johnson India Ltd, Haryna, M/S Uniline New Delhi, M/S HVAS system Shakti Nagar, Jammu, M/S Jaqour India, New Delhi and M/S OTIS Elevators Ltd, New Delhi. The Minister said that other civil and electrical works have been carried out through piece workers on the approved schedule rates of JKPCC. The Minister said that a comprehensive project is being prepared to take care of air-conditioning and ventilation in Assembly and council halls adding that the project report shall be taken up with the competent authority for approval.
The Minister also informed the House that the old Legislative Complex, Srinagar continues to be with Assembly Secretariat and no disposal plan has been made by the government as yet.
