Was Ladakh incursion intentional?

Jammu, August 31 :-The recent incursion by the Chinese troops and helicopters in the border area of Ladakh seems to be part of Beijing's plan of forcing Delhi to come to the negotiating table. Since the 1962 Chinese invasion on the Indian territory in eastern Ladakh, in the North-east the border dispute between China and India had remained unresolved. Recently the Chinese and the Indian officials met for yet another dialogue on the settlement of the border issues. Even the latest round of talks, has not shown any promise of early settlement of the bilateral problems between the two countries.
For India it is difficult to accept the Chinese claim on about 90,000 sq kms of the Indian territory, including Tawang in Arunachal Pradesh. It has been seen whenever Delhi or the state Governments discuss the border development plan for Arunachal Pradesh and Ladakh the Chinese troops show their presence on the zero line of its 646 km long border with India. For the recent Chinese incursion in Ladakh two factors are said to have provoked the Chinese to demonstrate their distaste for orderly and neighbourly relations. First was the tough postures adopted by the Indian official team during the recent talks with the Chinese delegation. During the last 40 years China has been expecting India to concede its demand which simply reflects extra-territorial ambition. At times Delhi has not been averse to border readjustment but it cannot afford to accept Beijing's "illegal” claim on 90,000 sq. Kms of Indian territory.
The second provocation has been the visit of the Dalai Lama to the land of Lamas,as Ladakh is called. The Dalai Lama, the spiritual leader of the Tibetans, spent about three weeks in Leh. He left Leh on August 28 and next day the shepherds noticed air space violation by the two Chinese choppers and movement of Chinese troops on the Indian border line. Since 1959,when the Dalai Lama fled Tibet to enter into India in protest against the occupation of Lhasa and its adjoining areas by the Chinese troops,Beijing has shown its anger against Delhi. This is one of the reasons for continued strained relations between Delhi and Beijing. Experts are of the view that China befriended Pakistan simply to create added aches for India. Normally China has been an old ally of India and for years the bilateral relations between the t wo sides were governed by "Hindi Chini Bhai Bhai."
The breezy incursion by the Chinese troops and choppers in Ladakh has not been something of a maiden incident. The Chinese troops have been repeating the Ladakh incident in other sectors in one form or the other.It is mischief in Arunachal Pradesh, today, it is bigger mischief in Ladakh the other day. All this is being done to keep Delhi on the tenterhooks so that it is forced to accept some of the demands of Beijing for settling the border dispute. The recent Ladakh incident has thrown up another vital issue. Does the Indian troops bank on shepherds for information. This seems so because the Indian side came to know of the incident only after the shepherds conveyed the report to them. This should not have happened because India had to pay a heavy price when it had to suffer loss of human lives while forcing the Pakistani troops t o quit the mountain posts, they had occupied in Kargil in 1999.That time also the local shepherds had informed the Army
authorities about the occupation of Kargil heights by the Pakistani troops.
As such Ladakh incident calls for better surveillance, improved defence mechanism and a major review of the Indian policy towards China.
