Bill may be stalled for now

Congress Ministers write to high command

Srinagar, August 31: The Bill to ban inter-district recruitments, which has divided the coalition government along party lines, has been stalled for now. On Monday, the Congress members, led by the Deputy Chief Minister, Mr Tara Chand, sought the Central leadership’s intervention to stall it.
Even though the Law and Parliamentary Affairs Minister Ali Mohammad Sagar today tabled report of the Joint Select Committee in the Legislative Assembly but sources asserted that government may not push for discussion and passage of the Bill in current session as Congress is averse to it.
The party chief whip, Mr Ghulam Ahmed Mir, and several legislators from both Jammu and Kashmir regions, supported the Deputy Chief Minister, in seeking deferment of the Bill. The party leadership does not want it to snowball it into a Jammu versus Kashmir confrontation and controversy, according to party sources.
The Bill, called The Jammu and Kashmir Civil Services Decentralisation and Recruitment Bill, 2009, is listed in the business of the House as the Legislative Assembly Bill No 1 for the year 2009.
In the statement of objects and reasons of the Bill, it has been said that the Bill should be passed because ``the appointment of non-local candidates created hue and cry and resentment amongst the unemployed youth on the ground that candidates of cities and towns, who have better educational standards, were eating away the employment opportunities of employment to the local candidates’’.
Besides, to buttress the argument for the passage of the Bill further, it has been said that the ``Appointment of non-local candidates against district cadre posts has created many problems. After getting employment, the candidates of other districts and towns are not willing to serve in the areas in which they are appointed, particularly in the rural and far-flung areas. They remain inclined or interested in getting themselves transferred to their native districts or urban areas on the one or the other pretext, including security or health grounds’’.
Incidentally, at a cabinet meeting on August 29, the issue had cropped up for discussions. The Deputy Chief Minister had reportedly requested for the Bill to be deferred till the Congress party could seek directions from the party high command.
The National Conference ministers had, however, insisted that the Bill be moved in the House immediately. This apparently led to a stalemate between the two coalition partners.
The Congress legislators have now sought UPA chairperson Sonia Gandhi’s intervention to sort out the issue. The matter has also been brought to the notice of the JKPCC president, Mr Saif-ud-Din Soz.
In the days to come, the Congress and the National Conference will have to put their heads together to sort out their differences on the issue, legislators from both the parties said.
Right now, search is on to find the golden mean to take things further with both the Congress and the NC sticking to their guns.
