NC MLA puts Govt in spot
9/1/2009 10:11:45 PM
Early Times Report
Srinagar, Sept 1: Members on the treasury bench in the Legislative Assembly were today stumped when a ruling National Conference (NC) MLA Firdous wanted to know whether the promise made by the party to provide employment to at least one person of a family and stipend to unemployed youths in the state was merely an election promise.
However, state Law and Parliamentary Affairs Minister Ali Mohammad Sagar assured the House that all promises made by the NC in its vision document and manifesto would be fulfilled.
The NC MLA, representing Habba Kadal constituency in the House, in her written question, had asked whether the NC had promised to provide employment to at least one member of a family during the election. If so, whether it had framed any specific policy for providing stipend to the educated unemployed youth, she asked.
However, the Minister in-charge Labour and Employment department, in a written reply, said that at present no such proposal for providing employment to one person of a family was under consideration of the government.
Regarding providing stipend to unemployed youth, the reply said financial and administrative implications of the proposal are being examined in depth. It was premature for the government to make any commitment in this behalf at this juncture.
Not satisfied with the answer, Ms Firdous said during election campaigning the NC had promised in the vision document and manifesto that one member of a family would be provided employment and unemployed youths would be paid stipend till they get job.
Was this also just like other election promise, she asked and said the credibility of the party was being challenged.
The NC vision document was prepared by a committee of experts, including finance minister. One of the members of the committee was former Chief Secretary of the State, she noted.

Joined by members from the Opposition benches, she demanded a firm reply from the government on these issues saying ''we have to face the voters who elected us on these promises.''
