| Rs.6.68 lakhs scam | | Charges framed against JRB Cashier | | Early Times Report Jammu, Sept 01- Additional Sessions Judge Anticorruption Jammu Sanjeev Gupta today framed charges against Om Parkash Dhingra then Cashier Jammu Rural Bank Branch Khour for allegedly misappropriating Rs 6, 68, 600. While framing charge, the Additional Sessions Judge, after hearing Senior Public Prosecutor SK Bhat appearing for CBI, KS Parihar and Sanjeev Gupta Advocates appearing for the accused, observed that from the careful perusal of oral and documentary evidence including report of handwriting expert, it becomes clear that there are sufficient grounds in the charge-sheet to proceed with the trial of the case against accused OP Dhingra, as his prima-facie involvement is clearly made out for the commission of offences U/Ss 409, 468, 471, 477-A RPC r/w section 5(2) and 5(1) (c) (d) of J&K PC Act. The Court directed the prosecution to produce the evidence on the next date of hearing. However, the Court discharged other four accused namely Romesh Kumar, Jugal Kishore, Kuldeep Kumar and Sat Pal Gupta at the stage of framing charges as there is hardly any evidence on record sufficient to infer even for the prima-facie purpose that the accused played any role in the criminal conspiracy. The CBI produced six challans in the Court on the basis of FIRs registered against the accused Om Parkash Dhingra, then Cashier of Jammu Rural Bank Branch Khour on a complaint filed by Shiv Rattan Dev Singh Senior Manager Jammu Rural Bank, Jammu with regard to misappropriation of huge amount of the bank. It is alleged that accused OP Dhingra had forged the signatures of authorized officer of the Branch on the basis of fictitious credits and subsequently withdrew amount from the accounts of account holders by forging their signatures on withdrawal form. During the course of investigation it came to the fore that alleged misappropriation was done by the accused in pursuance of a criminal conspiracy with Romesh Kumar, Jugal Kishore, Kuldeep Kumar and Sat Pal Gupta who were having their accounts in the said bank. On the direction of the Court the CBI presented six separate challans year wise against the accused persons. JNF
