| Assembly adjourned sine die | | Comrade Tarigami pockets 8 hours, other MLAs spoke for 44 mins each | | Ashwani Sharma debated for 84 minutes; BJP poor performer ZAFAR CHOUDHARY Jammu, Sept 1: After a most eventful and most controversial 36-day long session, as the Legislative Assembly was today adjourned sine die, the Communist Party of India (Marxist)’s lone legislator Mohammad Yusuf Tarigami set a history of sorts by walking away with maximum debate time of the House –much more than entire legislature party of Congress or the BJP or Panthers Party availed. While Mohammad Yusuf Tarigami, a third time legislator and only representative of his party in the assembly, spent 8 hours in debates, discussions and raising issues of public importance, the average time availed by the legislators (excluding Speaker and the Ministers) in this session remained 42 minutes. Eloquent speaker with a knack for intervening as an expert on range of issues, Tarigami alone spent as much time in assembly debates as collectively spent of around 11 legislators. According to party-wise details of time consumed compiled by the Legislative Assembly Secretariat, around 52 hours of the present session were consumed by 63 legislators in debates and discussions. Jammu and Kashmir Legislative Assembly is comprised of 87 members and at present there are 23 Ministers besides Speakers whose time consumed has not been taken in this chunk. While Comrade Tarigami alone availed 8 hours of debate time, all other parties including the ruling National Conference and Congress consumed a total of a little over 42 hours. An independent MLA Ashwani Sharma made good of his time in the Legislative Assembly. He spent 84 minutes in debates and discussions and therefore stood next only to Mohammad Yusuf Tarigami. Unlike Tarigami who just can’t resist intervening in every issue ranging from roads in his constituency to developments in West Asia, Ashwani spent most of his time highlighting issues concerning his Bishnah constituency and those generally pertaining to Jammu region. Compensation for hailstorm effected farmer and issues of border migrants have remained high on his assembly agenda. In terms of total time consumed in the legislative debates, next Ashwani were three legislators of the Panthers Party. As per the detailed available, the average time consumed by each of the three Panthers Party legislators –Harsh Dev Singh, Balwant Singh Mankotia and Yash Pal Kundal –stood at 1.20 hours. The vocal among them Harsh Dev Singh got away with maximum time and though provoking debates. The main opposition Peoples Democratic Party, which led largest number of walkouts, consumed 15.30 debate hours followed by the National Conference which availed 11.12 hours. Therefore, each of 21 PDP legislators consumed an average of 44.2 minutes and average time consumed of each National Conference legislator was 42 minutes. National Conference has strength of 28 in the House and out of them 11 are Ministers (including the Chief Minister) and one is Speaker. The ruling coalition partner Congress availed an unimpressive 6.4 hours of total debate time but average time availed by each of its legislators works out to fourth highest among all groups in the Assembly. Of 17 Congress MLAs, 10 are Ministers and therefore each of the seven MLAs consumed an average debate time of 53 minutes. The opposition Bhartiya Janta Party, known for making noises out of the House, did exactly the same this time also. BJP legislators are reported to have shown least interest in the debates and discussions. Each of the 11 BJP MLAs availed an average time of 33 minutes in House discussions which stood lowest of any legislative group in the just concluded session of state Legislative Assembly. The total time availed by BJP was only 6.9 hours. During present session as many as 958 questions including 545 starred and 413 un-starred, 860 written replies, 318 supplementaries, three short notice questions, 8 Government Bills, 139 Calling Attention Notices, 2727 cut motions and 101 Private Members Resolutions were raised. In total 333 issues were raised. Meanwhile, adjourning the Assembly sine die in Srinagar today, the Speaker Mohammad Akbar Lone thanked all the Ministers of the State government for replying the questions raised by Legislators very patiently and politely. He also expressed gratitude to the legislators for highlighting the issues of people in the House and extending their cooperation in conducting the proceeding of the House smoothly. Appreciating the work done by various departments in providing reply to the questions regularly, Mr. Lone thanked Chief Secretary, Financial Commissioners, General Administration Department, State Information Department, Hospitality and Protocol Department, Tourism, PHE, PDD, Police, Government Press, Fire and Emergency Services, Estates, Municipality, Health Department and employees of Assembly secretariat for their tireless efforts in making the session a success.
