House of Elders adjourned
CM’s absence ‘customary’ again

Srinagar, Aug 2: A day after the Legislative Assembly concluded its budget session; the Upper House too was today adjourned sine die minus the presence of Chief Minister Omar Abdullah who could not attend any of the occasions to deliver his customary speech. Finance Minister Abdul Rahim Rather was the only Minister to make speech on the concluding day of Legislative Council which is respectfully called as the ‘House of Elders’.
Not exactly laid down by the law but has been a precedent for the Chief Ministers to attend the concluding days of the Houses for their remarks on proceedings of the sessions. While Omar’s two predecessors Ghulam Nabi Azad and Mufti Mohammad Sayeed would make it a point to make the winding up speeches in Legislative Assembly and Council, his father Dr Farooq Abdullah, never missed such occasions as Chief Minister. In fact, between 1996 and 2002, on concluding day of session Dr Abdullah was seen several times requesting the Speaker or the Chairman of the Council to extend time as his speeches would go little lengthy.
In sharp contrast to his father and other former Chief Ministers, Omar was not seen in the House on concluding days of Assembly and Council sessions. Earlier in March this year also, when present Legislative Assembly had its first session, Omar did not come up for his concluding remarks on last day though he made an eloquent speech on concluding day of the Legislative Council.
Meanwhile, winding up the discussion on proceedings of the House, the Deputy Chairman Arvinder Singh Micky thanked all the Ministers for replying the questions raised by Legislators. He also expressed gratitude to the legislators for highlighting the issues of public importance in the House and extending their cooperation for conducting the proceeding of the House smoothly.
Giving details of Business during the session, Deputy Chairman said that 413 questions were received by the Council Secretariat, out of which 344 were taken up for discussion. Similarly, 22 Resolutions were received, out of which 11 were taken up. Micky said that out of 42 Calling Attention Notices, 33 were taken up for consideration. He said that request for 16 half hourly discussion was received out of which, 11 were taken up.
The House held discussions on working of 4 Ministries of Social Welfare, Health, Horticulture and Roads &Buildings. Besides, 5 papers were laid on the table of the House. The House also passed 7 Bills.
Those who spoke on the occasion included Minister for Finance, Abdul Rahim Rather, M.Y. Taing, Ajay Kumar Sadhotra, Murtaza Ahmed Khan, Rafiq Ahmed Shah, Devinder Sing Rana, Mohammad Rashid Qureshi, Javed Najeeb Suharwardy and Abdul Gani Vakil.
