| Kotwal reviews disaster preparedness in Jammu | | | Early Times Report JAMMU, September 4 – A meeting was convened by Divisional Commissioner, Jammu, Dr. Pawan Kotwal regarding the formulation of City Disaster Management Plan, a UNPD project for Jammu city for effective handling of disasters and reduction of vulnerability, here today.
During the meeting, four Task Forces and Emergency Support Systems constituted for preparation of city disaster management plan, presented their response plans.
The Convener of first Task Force, Commissioner JMC, Mr. Mubarak Singh informed that the entire Jammu city has been divided into five zones for effective mobilization of resources and evacuation measures. The Divisional Commissioner directed the Task Force to incorporate new building code for earthquake of the magnitude of 5 on Richter scale, in the Building Bye-laws of the Corporation by bringing about necessary amendments. He asked them to come out with ward-wise risk analysis data for the entire city, besides plan for reducing the congestion of the city due to parking of vehicles along roadsides.
A Task Force for awareness generation has also been constituted for spreading awareness about safe building methods and safety measures to be adopted for minimising the risk from disasters. Convener of the Task Force, Joint Director Information, Jammu, Mr. Shyam Bijyal apprised the chair about the constitution of Cells for information collection and dissemination within the department with a suggestion to have a nodal officer for different departments to ease the flow of correct and authentic information. He also suggested incorporation of private channels in the Task Force to increase its effectivity and reach.
Dr. Kotwal approving the suggestion of involving greater number of representatives from media in the Task Force, asked the Convener to start a campaign for creating awareness about safe building methods through small attractive jingles on radio and television.
Regarding the Emergency Support Systems (ESS), the Divisional Commissioner asked the representatives to come out with estimates of different measures that need to be taken to improve their effectiveness. He asked the Health Department to come out with a plan for making the hospitals safe from disasters so that they keep on functioning even when other services get disturbed due to earthquake. He also called for equipping the important essential services with GPRS phones for better connectivity and resource mobilization at the time of disasters.
Dr. Kotwal highlighting the impending disasters in Jammu region called upon the different Departments to improve their preparedness through concrete action plans. Stating that, “It is the time to act,” he directed the different Task Forces and ESS to act in a cohesive manner to make the city safe from disasters. He called for percolation of knowledge gained at different workshops organised to inform the engineers about the new methods for making the buildings disaster proof to the level of masons and other ground-level workers.
Chief Civil Defence warden Mr. Jugal Mahajan, senior officers of Health, Telecommunication, R&B, PHE, CA&PD, Traffic and Police participated in the meeting.
