| Delay in purchase of equipment delays land settlement | | | Early Times Report Jammu,September 6 :-The Government's programme for completing land measuring exercise before farmers could received the land passbooks has got stalled.The reason being Government's inability to purchase electro optical devices required for exact measuring of land which was needed for updating the land settlement. Official sources said that the Government of India had earmarked Rs.15.50 crores for the purchase of the equipment and the amount has not been touched during the last three years.The sources said that as a result of reporrts of some malpract ices commited in the past the Revenue authorities are scared of taking a decision on the purchase of the equipment. The Revenue Minister,Raman Bhalla,had decided to complete the land settlement so that each farmer was in receipt of passbooks on land records.This decision was t aken by the Minister to pr event junior Revenue official from tampering with the land records.Bhalla had received r eports that the nexus between the land mafia and the junior Revenue officials had grabbed agricultural and forest land after t ampering with the revenue records. Sources said that Bhalla has decided to seek guidance and assistance from the Chief Minister,Omar Abdullah.The Revenue Minister has decided to request the Chief Minister to constitute a high level committee that would examine the issue connected with the purchase of the electro optical devices and other equipment required for land measuring so that farmers were able to come out of the clutches of the land mafia and those involved in land tampering activities.(
