| Rs 39.58 crore plan for Samba district approved | | Omar sanctions additional Rs. 7.35 cr for development projects for Samba | | Early Times Report JAMMU, SEPTEMBER 8 – Approving the annual plan outlay of Rs. 39.58 crore comprising Rs. 8.28 crore as revenue component and Rs. 31.30 crore as capital component for Samba district for 2009-10, the Chief Minister Mr. Omar Abdullah announced additional Rs. 7. 35 crore development projects for the newly carved out district. The additional amount includes Rs. 5 crore for Mini Secretariat, where work is going on for bringing all the administrative offices under one roof. Chairing the District Development Board meeting of Samba district here last evening, the Chief Minister impressed upon the officers to execute the works in a time bound manner so that the liberal funds worth Rs. 6700 crore including Rs 1200 crore under Prime Minister Reconstruction Plan are utilized in full. He said that for cutting down delays in execution of flagship projects, the government has set aside Rs. 640 crore as matching state share for release of funds under Centrally sponsored schemes and another Rs. 220 crore as matching state share under Prime Minister Reconstruction Plan. He said that the Planning Commission has approved Rs. 800 crore for priority projects and called for close monitoring in project planning and implementation by setting clear benchmarks to achieve desirable outcomes and outputs. Mr. Omar, emphasizing on realizing the tourism potential of Samba, announced Rs. one crore to be kept with Mansar Development Authority for the development of Mansar and adjacent areas. He also announced Rs. 25 lakh each for renovation of Samba Fort and development of Utterbehni-Purmundal area. A park will be developed at Bari-Brahmana for which the Chief Minister announced Rs. 10 lakh. Based on the demands put forth by the local representatives regarding the facilities for realizing the sports potential of the youth of the district, the Chief Minister announced Rs. 25 lakh each for the stadia at Gurha Slathia and Smailpur. He also announced another Rs. 25 lakh as first installment for the construction of main stadium at Samba and directed the concerned department to start the construction work immediately. He said that the Transformer and Pump bank scheme will be extended to Samba district also so that timely replacement of transformers and irrigation pump set can be made and people are not deprived of power supply. He said that the MLAs and MLCs will be provided with ten hand pumps each for installation in their area.. The Chief Minster said that a plan will be chalked out to strengthen the local bodies for which a meeting of all the 34 Presidents of Municipal Committees and Councils of Jammu Division will be convened shortly after Id where their problems will be comprehensively reviewed. Stating that Samba is industrial hub of the state, Mr. Omar said government is focusing on skill enhancement of the youth to boost their employability in the industries coming up at the Industrial Growth Centre, Samba. He said that the 18 new polytechnic colleges are being opened across the state for skill development so that the youth can be steered from government jobs to the private sector. He said that government has also approached FICCI and CCI for providing the youth of the state opportunities of skill enhancement. Mr. Omar reaffirmed the government’s commitment to ensure that the Rs. 6700 crore sanctioned for the state by the Centre for the current financial year is utilized judiciously and in a time-bound manner. He asked the government functionaries to gear up their delivery mechanism by conducting regular field visits and closely monitoring the progress of execution of development schemes. He asked the local MLAs and MLCs to keep a close liaison with the state machinery and monitor the schemes vigilantly so that timely corrective actions are taken. “People of the state have come out in large numbers and have voted for development of the state,” he said and asked the elected representatives to rise above political and regional interests and work collectively for ushering an era of development in the state. During the meeting, it was informed that in agriculture sector, Rs. 2.87 lakh was utilized as capital component during 2008-09 for propagating the concept of improved agricultural technology for adoption amongst the farming community. Against a target of 43900 hectares, an area of 44380 hectares had been brought under HYV seeds of different crops. In the annual plan 2009-10, Rs. 3.30 lakh has been earmarked as capital component. An area of 43900 hectares is proposed for coverage under HYV seeds. In the horticulture sector, against an outlay of Rs. 3.10 lakh, an expenditure of Rs. 3.09 lakh was registered under capital component for coverage of an additional area of 40 hectares. It is proposed that an additional area of 45 hectares shall be covered under compact fruit plantation during the current financial year. In annual plan 2009-10, Rs. 8 lakh has been earmarked which shall be utilized for different types of soil conservation works on forest/ community land. Under Minor Irrigation sector, Rs. 211.02 lakh including Rs. 14 lakh as matching state share had been made available under the sector which was utilized in full on drilling 11 irrigation tube-wells in the district during 2008-09. In the annual plan 2009-10, Rs. 316 lakh has been earmarked under this sector. . In 2009-10, Rs. 78.28 lakh have been proposed as state share and Rs. 413.62 lakh as central share under NREGA, IAY and RHS. Under Industries Centre, the meeting was informed that against an outlay of Rs. 4.08 lakh under capital component, an expenditure of Rs. 2.70 lakh was incurred for providing incentives to the educated unemployed youth under PMRY during the last financial year. This year, Rs. 3 lakh has been proposed under capital component for providing incentives to the educated unemployed youths for taking up their own ventures under the erstwhile Self Employment Programme, PMRY. Under Power sector, an allocation of Rs. 30 lakh was utilized during 2008-09 for carrying out repair of 153 transformers in the district.
