| Srinagar gets Rs 76.82 cr plan outlay | | | Early Times Report SRINAGAR, SEPTEMBER 09 – Describing the utilization of highest ever annual plan of Rs. 5500 crore approved by the Planning Commission of India for Jammu and Kashmir as a challenge before the administration, the Chief Minister has asked the officers to come up to the expectations of the people and ensure proper, judicious and correct expenditure of the funds in full.
“The state will be having about Rs. 1000 crore finances available for spending under the Centre and State schemes this year”, he said and laid stress on gearing up government functionaries at all levels to deliver on the ground by ensuring fullest utilization of funds.
The Chief Minister was chairing the District Development Board meeting of Srinagar district held at SKICC here today. Chief Minister sanctioned financial assistance of Rs. 76.82 crore, which includes among other things actual revenue plan requirements and step up of 15% to the annual district plan of 2008-09 while chairing District Development Board (DDB) meeting of Srinagar district.
The Chief Minister also announced Rs. 120 crore for flyover from Jehangir Chowk to Rambagh, Rs. 10 crore for beautification plan of Dastigeer Sahib, Rs. 10 crore for renovation of Mazar-e-Shouda of 1931 martyrs.
The Chief Minister also sanctioned Rs. 5 crore for development of heritage places in Shehr-i-Khas, Rs. 63 lakh for completion of Khalifapura Community Hall at Khaniyar, Rs. 51 lakh for Bemina orphanage and Rs. one crore for construction of Town Hall by Srinagar Municipal Corporation. He also sanctioned Rs. 3 crore for street lights on main roads by Power Development Department.
He also sanctioned Rs. 3 crore for upgradation and improvement rural roads of Srinagar and Rs. 30 lakhs for the beautification of Hazrat Bulbul Shah Shrine and Rs. 6.51 lakh for lift irrigation scheme Batapora.
Mr. Omar also sanctioned Rs. 2 crore for upgrading the sports facilities in the district and asked the education department to work out acquiring the buildings in the interior town for schools. He said the owners of the rented school buildings should be motivated to upgrade the infrastructure.
The Chief Minister directed the health and education departments to furnish the status of each health centre and school giving details of staff, patients, students etc.
To overcome the problem of frequent replacement of damaged transformers, the Chief Minister asked for creation of transformer banks both at Srinagar and Jammu, where sufficient number of transformers will be available for immediate replacement.
The Chief Minister directed for formulation of a financial scheme for Rs. 6 crore Ropeway Project for Hazrat Makhdoom Sahib shrine. He also said that time has come that SMC should shift to mechanized mode for ensuring proper cleaning of the city. However, the scheme of recruitment of 1000 safai karamcharies was agreed.
Emphasizing on regular monitoring of works, Mr. Omar said that Planning Commission of India is putting in place a real time plan monitoring for monitoring of projects prioritized by Central government. He said before the Central monitoring mechanism goes through the status and progress of the schemes under implementation in the state, “we should ourselves gear up the monitoring system and scan each and every work to ensure satisfactory financial and physical results”.
Driving home the major aspects of the guidelines issued by the Planning Department to the field agencies for utilization of funds, Chief Minister highlighted the four important points for keeping in view while making expenditures. The points enumerated by him are: completion of sectoral ceilings within two weeks, timely finalization of all technical aspects before launching schemes, tendering and other allied formalities by mid October and minimizing gaps between authorization and launch of project works.
The Chief Minister said that government has focused on consolidation of infrastructure in all crucial sectors like, health and education. He said that priority should be given to the completion of ongoing schemes in all respects instead of taking up new projects without arranging sufficient funds for the completion of schemes.
Speaking in the meeting, the Union Minister for New and Renewable Energy and the Parliament Member from Srinagar, Dr. Farooq Abdullah laid stress on earmarking sufficient land in Pampore for construction of a world class cricket stadium. He also underscored the need for closer cooperation between various agencies working in the city to ensure scientific and integrated development of all sectors. He also asked for completion of on going schemes which have been started long back.
Dr. Abdullah also laid stress on preservation of state’s environment, water bodies and green belts.
The legislators pinpointed the problems of their constituencies and demanded additionalities for various ongoing schemes.
