PM asks Azad for toning up AIIMS

New Delhi: Seeking "radical" reform in the All India Institute of Medical Sciences (AIIMS), Prime Minister Manmohan Singh has asked Union Health Minister Ghulam Nabi Azad to ensure a successful and innovative restructuring of the premier medical institution on a priority basis.

In a letter to Azad on September 2, Singh said, "The All India Institute of Medical Sciences is the most prestigious medical institution in the country. Over the years, AlIMS has made great strides in medical education, hospital services and bio-medical research.

"However, the time has come for us to think about a radical reform of the institution so that it becomes not just a model for the establishment of other similar institutions in the country but also achieves levels of excellence on par with the best medical institutions in the world," he said.

The Prime Minister asked the health minister to ensure a successful and innovative restructuring of AIIMS whereby it can respond more effectively to contemporary needs and realities which will have a major demonstration effect in our health sector.

"I would like to review the progress after a month," Singh said.

"I had appointed a Committee under Prof M S Valiathan to study the functioning of AIIMS. The report of this expert committee has made some far reaching recommendations. I therefore believe that this should be a priority task of the Ministry of Health," he added.

Observing that he was aware that some of the recommendations of the Valiathan Committee are being acted upon, the Prime Minister said, "I believe that we should have an ambitious vision of what this great institution should aspire to become, so the agenda for reform should be far reaching.

"I would request you to expeditiously examine all the recommendations of the Committee and finalise, after due consultation, the legislative, the administrative and other decisions that are required to be taken within a prescribed time frame to make AIIMS a world-class medical Institution that facilitates cutting edge research and education, offers high quality medical services and attracts the best medical professionals in the field," he said in the letter.

The premier medical institute had been much in news during the tenure of former Health Minister Anbumani Ramadoss for his tussle with then AIIMS Director P Venugopal.

The four-member Valiathan committee report which had been set up st the peak of the anti-reservation agitation in AIIMS in 2004 had recommended among other things more autonomy to the institution.

The committee suggested that the selection for the Director's post be done by a search-cum-selection committee headed by the president of the institute and the age of retirement be raised from 62 to 65.
