| After HRD ‘rules out’ another varsity, VC says no to 2 parallel CU campuses | | | Early Times Report Jammu, Sept 13: Amidst the agitation loosing out its pace and the government having turned its eyes blind and ears deaf, establishment of Central University in Jammu (or anywhere in Jammu and Kashmir) seems to be a gone case for now even as 13 other similar intuitions in the country created through same legislation are all set to roll out their first academic session shortly. After protests in Jammu, the National Conference-Congress government had sought to pacify situation by asking for two Central Universities –one each for Kashmir and Jammu. This option has been ruled out by the Union Ministry of Human Resource Development. Then there was another middle path –having two parallel campus –one for Kashmir and other for Jammu with the Vice Chancellor shuttling equally between two region. This option has been strongly opposed by the Vice Chancellor, whose opinion has reportedly been agreed upon by the HRD Ministry. The Vice Chancellor of ‘uncertain’ Central University of Jammu and Kashmir, Prof Abdul Wahid says that he is ready to sit and operate from wherever the campus is finally decided but not willing to manage two campuses. It is learnt that sensing the political situation in Jammu and Kashmir, the HRD Ministry was seriously mulling over the idea of two campuses but the Vice Chancellor expressed his serious reservations. While a final decision on the matter is still awaited, the Vice Chancellor has expressed his reservation towards having two campuses. "There should be one campus. Otherwise, the focus will be diverted. You cannot have two registrars and two finance officers. There will be administrative and academic problems," Wahid said, adding that he is prepared to work at any place in the state. Except the Central University of Jammu and Kashmir and the other in Himachal Pradesh, 13 of the 15 Central Universities created earlier this year by an Act of Parliament are all set to roll out their academic sessions this year. "Except two universities, the remaining thirteen created under the Central University Act 2009 are starting courses from this year. The Central University of Jammu and Kashmir and that of Himachal Pradesh are yet to take off," a senior HRD Ministry official said. The Central University of Jammu and Kashmir could not start functioning as it landed in a row following agitation by certain political parties over the site of the institute. The one in Himachal Pradesh could not make a headway as its newly-appointed Vice Chancellor R C Sobti failed to take over after his tenure as VC of Punjab University got an extension for another year. The Central University of Jammu and Kashmir had started functioning for some days from a temporary campus in Srinagar under Vice Chancellor Abdul Wahid and advertisements were out for the posts of faculty members. However, a controversy erupted after certain political parties demanded that the university be set up in Jammu leading to violent agitations in the region following which the HRD ministry intervened and asked the Vice Chancellor to stall the process of appointments. Interestingly, the Central University authorities have withdrawn all advertisement notices from its website.
