Help enemy's enemy is China's foreign policy

Jammu, Sept 13: By helping your enemy's enemy you will be hitting your enemy below the belt. This is the principle on which the Chinese foreign policy rests. Since 1979 China, after it failed to fulfill its extra territorial ambition by annexing vast stetches of the Indian border areas in the North East and in Ladakh, China has signed several memoranda of understanding with Pakistan. Under these agreements Pakistan has received heavy military hardware supply. And for ensuring hassle free transhipment of military hardware, including tanks, weapons, ammunition and explosives the Chinese helped Pakistan in the construction of Karakorum mountain highway. The 1300 km long highway links Rawalpindi in Pakistan with Kashgar in China. China even exported missile technology to Pakistan where its defence scientists were assisted in manufacturing various types of missiles.
If Pakistan has the defence capability of taking on India China has been instrumental for this. China thought that to contain the growing political and military influence of India in South Asian region it was necessary to provide heavy military aid to India's main enemy, Pakistan. No wonder that militants operating in Jammu and Kashmir have been equipped with weapons of Chinese, Russian and the American make. As far as the Chinese make weapons and grenades are concerned they have been part of military hardware supply from China to Pakistan. And as far as the Soviet weapons in the hands of militants are concerned these weapons had been snatched by the Afghan guerrillas while fighting the Soviet troops. The American weapons had been sent by the US Government to Pakistan for equipping Mujahideens who were engaged in fierce gun battles with the Soviet troops.
If today Chinese troops infiltrated into the Indian territory in Ladakh and painted boulders with red paint before crossing back the other day China entered into an agreement with Pakistan for assisting Islamabad in building about 100 medium and small Dams in Pakistan occupied Kashmir. The memorandum of understanding was signed between the authorities of Pakistan Ministry of Water and Power and officials of the China's Three Gorges Project Corporation. Pakistani President Asif Ali Zardari has requested China to help Pakistan in developing its hydel, thermal and solar energy so that the energy crisis became a thing of the past. Zardari's request has been accepted by China and no wonder that Pakistan would not be only self-sufficient in power but may be in a position to export it.
India has lodged the customary protest but neither China nor Islamabad have reacted to it. Against this Pakistan has not missed any chance for raising hurdles whenever the Government planned to set up hydel power projects on either River Jehlum or Sindh or Chenab. It was because of these hurdles that the Dhul Hasti, Bhagliar and Uri Phase-I hydel projects were completed after a delay ranging between five and 20 years. Even in case of the Bhagliar project Islamabad succeeded in getting the dispute looked into by the World Bank which appointed a Swiss engineer as an arbitrator. India won the case but still Pakistan continues to needle it in one way or the other, thanks to the anti-India policies being pursued by China.
