| MLA’s missive to Speaker: ‘Your directives being observed in breach’ | | | Early Times Report
Jammu, Sept 14: As bureaucracy continues to do things in its own way no matter what the Chief Minister repeatedly reiterate to them, a legislator has send a grim reminder to the Speaker of Legislative Assembly that his and Chief Minister’s directions are not being taken care of.
Peoples Democratic Party MLA from Darhal Chowdhary Zulfikar Ali has moved a motion with the Speaker on breach of his privilege by the Engineers of the Prime Minister’s Grameen Sadak Yojna. While Speaker could not be reached for comments, Zulfikar told Early Times, “it is high time bureaucracy is reminded of the role, rights and privileges of the legislators”.
Chief Minister Omar Abdullah and the Speaker of Legislative Assembly Mohammad Akbar Lone have repeatedly been passing on directions to the officers to take MLAs on boards in their decision and development works. Special instructions have been given, even through a GAD circular also, on privileges of the MLAs.
As the PMGSY Engineers went ahead launching projects in his constituency without informing the MLA, Zulfikar has moved a privilege motion. “They inaugurated a road in Choudharynad and Dodaj area on September 12 without informing me…it is a case of disrespect”, said Zulfikar.
In his letter to the speaker J&K Legislative Assembly the MLA said that a function was held in constituency, in connection with the foundation stone laying ceremony of a road in his constituency at Dodaj neither he was invited to the foundation stone laying ceremony nor his name was in-scribed on the foundation stone. This is also violation of the circular issued by the GAD recently.
He further stated that has not only shown dis-respect to him but to the speaker for violation of his standing instructions and to the house of which he is a member. He said that this act of the deptt. has not only shown disrespect to him and the electorates of his constituency but have eroded the confidence of the people which they have shown in the democratic set up after a period of twenty years. He urged upon the Speaker to initiate breach of privilege proceedings of him the house and the Speaker against CE PMGSY Jammu, SE PMGSY Rajouri & Executive Engineer PMGSY Budhal
Meanwhile, when contacted, the Superintending Engineer Rajouri Mr Sheikh refused to hold MLA’s complaint valid. He said that road was being constructed with the central funding and the foundation stone was laid by the Member of Parliament and a Minister.
