| Rajouri, Poonch plans approved, Opposition members left fuming | | | Early Times Report Jammu, Sept 16: With a focus on completing the ongoing projects, connectivity and water supplies, the annual plans of the twin border districts of Rajouri and Poonch were approved in the meetings of their respective District Development Board here today. Opposition Peoples Democratic Party legislators have, however, alleged that their constituencies were given a raw deal while constituencies held by the ruling parties bagged major projects. There are only two of the seven constituencies represented by the opposition –Peoples Democratic Party –in twin districts of Rajouri and Poonch. The opposition MLAs Rafiq Hussain Khan and Choudhary Zulfikar Ali said in the meeting and also told reporters that discrimination was meted out with their constituencies in allocation of funds. Chief Minister Omar Abdullah chaired the meetings at his official resident which were also attended by the Deputy Chief Minister Tara Chand, chairpersons of the Board and legislators of the respective districts. While Rajouri district has 68.46 Crore annual plan an amount of Rs. 23.45 crore was sanctioned under Accelerated Rural Water Supply Programme and Rs. 6.05 crore under Border Area Development Programme for the district. The officers were told start the work on projects worth Rs. 29.61 crore under RGGSY within the next three months so that all the left-over villages in the district are electrified. Regarding the projected amount of Rs. 2.50 crore for digging of bore wells in the district, the PHE department was asked to pool in the funds for the work from its resources. He approved Rs. 41.82 lakh for completion of nine Water Supply Schemes in the district and an additionality of Rs. 30 lakh for two water tankers. Rs. 6 crore have been sanctioned for completion of ongoing construction work of bridges and Rs. 2 crore for improvement of inner roads in Rajouri town. For developing model village at Shahdra Sharief, the Board sanctioned Rs. one crore as initial amount. The meeting also approved Rs. one crore for Rajouri stadium and Rs. 70 lakh as first instalment for developing sports facilities in other constituencies of the district. Rs. 50 were announced lakh for construction of community centre in Rajouri town Rs. 25 lakh for starting the work on Gujjar-Bakerwal hostel at Kalakote. Similarly in a separate meeting, Rs 51.30 Crore annual outlay was approved for Poonch district besides Rs. 4.50 crore additionalities for several mega multi-crore projects to give boost to the development of the district. Chief Minister said that work on the prestigious Mughal Road project envisaged by Late Sher-i-Kashmir to connect Poonch with Shopian through Mughal Road was one of the dreams of the great leader. He said that due to various delays and hindrances the project was left half way. He said that his government immediately after taking over the reins of the state issued instructions for accelerating the work on project. He said that the government will approach Centre for giving it 100 percent funding under PMGSY like other similar road projects of road connectivity so that the state is also able to save its resources. He announced that he will travel on the Mughal Road after Eid-ul-Fitr to get a first hand information about the quantum of work done on the ground. Stating that the government is aware of the development needs of the district, the Chief Minister announced Rs. one crore for accelerating the execution of Deputy Commissioner’s office at Poonch besides Rs. 50 lakh for clearing the previous liabilities. He sanctioned Rs. 50 lakh for starting the work on Agriculture Complex at Poonch and Rs. 50 lakh for Casualty ward of District Hospital Poonch. Announcing Rs. 1.20 crore for sports facilities in the district, he said that Rs. 50 lakh will be spent on Sports stadium at Poonch while as Rs. 70 lakh was sanctioned for development of sports facilities in Surankote and Mendhar. He announced that funds for the Trade Facility Centre will be released by the Industries and Commerce department. The Chief Minister also announced Rs. 20 lakh for upgradation of road network in the district. He said that matching state share has been earmarked for all centrally sponsored schemes and PMGSY projects so that works under flagship schemes are not delayed. He said that retendering of 21.75 km Sakhi Maidan to Kalai road will be initiated. He directed the officers to submit the Utilisation Certificates on time so that funds are released from the Centre on time.
