| SRINAGAR, Sep 18: Taking serious cognizance of the matter of changing the weapon of assault during investigation of the murder of former MLC Depinder Kour’s son, Chief Minister Omar Abdullah today ordered suspension of three Police officers, including SSP Jammu Manohar Singh, for “dereliction of duty” even as IGP Jammu subsequently placed three more Police officials of Gandhi Nagar Police Station under suspension. Government has, meanwhile, issued orders of a major reshuffle in Police---involving 5 IGs and 3 DIGs---that had been decided here on Saturday last in advance of acquiring the services of a security expert as Director of Special Services Group (SSG). Highly placed official sources told Early Times that the Cabinet had accorded sanction to transfer and posting of 5 IGs and 3 DIGs in a meeting on the sidelines of the District Development Board meetings of Baramulla, Bandipore and Ganderbal at SKICC here on September 12th. Reshuffle at the top levels of Police had been necessitated by Chief Minister Omar Abdullah’s decision to get a national level security expert on deputation from New Delhi for his subsequent appointment as Director of SSG in J&K. Sources said that Union Home Minister P Chidambaram and Central agencies had suggested appointment of a security expert as Director SSG---responsible for security of Chief Minister, former Chief Ministers and their family members and other top ranking dignitaries---after a reviewed threat perception. Even as the new incumbent’s deputation is expected to be cleared by Union Home Ministry, Government today issued the orders of transfer and appointment of 5 IGs and 3 DIGs. New Director SSG will take over from IGP Raja Ali who has been posted as IGP Crime. Sources said that according to the orders issued today, Director SSG Raja Aijaz Ali was transferred and appointed as IGP Crime J&K, in place of S M Sahai who has been appointed as OSD in the office of Principal Resident Commissioner, New Delhi. IGP Personnel Ram Lubhaya has been transferred and appointed as IGP Security J&K in place of Dr B Srinivas who has been appointed as IGP Headquarters relieving Vigilance Commissioner P L Gupta of his additional charge. IGP in State Vigilance Organisation Sheikh Owais Ahmad has been transferred and appointed as IG Personnel at Police Headquarters. Rajesh Kumar, DIG, has been recalled from the State Vigilance Organization and posted as DIG SSG, J&K while as DIG (Armed Police), Jammu, T Namgyal has been transferred and posted as DIG, IR Kashmir. T Phonsog, DIG, awaiting orders of adjustment has been posted as DIG (Armed Police), Jammu. Meanwhile, Chief Minister Omar Abdullah, who is also Minister incharge Home, today took serious notice of a matter of changing the weapon during investigation of former MLC Depinder Kaour’s son and ordered immediate suspension of SSP Jammu, Manohar Singh, SP City (South) Jammu, Mumtaz Ahmed, and SDPO Gandhi Nagar, Jaswant Singh Katoch. Financial Commissioner Home accordingly issued the orders appointing SSP Poonch, Basant Kumar Rath, as SSP Jammu. Commandant IRP 8th Bn, Manmohan Singh, has been appointed as SSP Poonch to relieve Basant Kumar Rath. Sources said that relievers of SP South and SDPO Gandhi Nagar would be appointed separately in a day or two. Sources said that immediately after suspension of SSP Jammu and two other officers, IGP Jammu Zone, Dr Ashok Gupta, ordered suspension of SHO Gandhi Nagar, Sultan Mirza, Sub Inspector, Satnam Singh, as also Munshi of Police Station Gandhi Nagar. Their replacements are likely to be appointed separately tomorrow. Official sources revealed that Chief Minister had received report of a fact finding committee, headed by DIG Jammu-Kathua, Farooq Khan, which had been channelised through IGP Jammu and DGP Mr Kuldeep Khoda. Thereafter another committee, headed by an IGP, was constituted to see how weapon of assault had been changed during investigation of the murder of former MLC Depinder Kour’s son, Amandeep Singh, who had been shot dead outside his residence in Shastri Nagar Jammu on August 29 th. According to the enquiry, a Jammu-based industrialist Nagar Singh alias Nagoo’s son, Jatinder Singh alias Raja, accompanied by his associate Royal Singh, had fired upon Amandeep Singh from his country-made unlicensed pistol which had been seized by Police immediately after the arrest of the accused. It was surprisingly during the course of investigation that the accused, in complicity with certain Police officials, managed to change the weapon of assault. After the former MLC learned about the fudging, she raised the matter with Chief Minister and other of his Cabinet colleagues following which an enquiry was ordered. Sources said that the former MLC had also leveled the allegation of corruption against senior Police officials in Jammu but that was not substantiated during the inquiry. However, three of the Police officers, including SSP Jammu Manohar Singh, were ordered to be placed under suspension for “dereliction of duty”. Later, IGP Jammu placed three more officials under suspension this evening. END
