AD, TSO among several booked in Rs 47 lakh Udhampur food scam

Jammu, Sept 19: In yet another food scam, the Crime Branch Jammu has booked an Assistant Director, a Tehsil Supplies Officer and several other officers of the Consumer Affairs and Public Distribution Department as also some private persons in a case of Rs 47 lakh embezzlement in Udhampur.
An official spokesman said that the Crime Branch today registered a case against several officials of Consumer Affairs and Public Distribution (CADP) Department Udhampur for large scale bungling and misappropriation of ration meant for BPL, AAY and other poor categories of the people living in the District. These officials are alleged to have swindled ration worth about Rs 47 lakhs by inflating figures allegedly transported to the TSO’s and various stores in the district during 2009.
On the basis of a complaint received in Crime Branch Jammu in the month of August 2009, a preliminary enquiry was conducted by a team of officers of Crime Branch Jammu. During verification it was found that the Assistant Director CAPD Udhampur, Incharge distribution system in the District, who was duty bound to ensure proper distribution of the ration received under various categories to the poor people in the District, failed to discharge his duties. The officer in a criminal conspiracy in connivance with TSO’s of the District, showed inflated figures of the ration, allegedly transported to the TSO’s and various stores in the District during the year 2009.
These officials in league have managed these figures and in fact misappropriated the rations shown to have been transported and distributed. They have also misappropriated the carriage charges of the extra ration shown to have been transported.
Enquiries conducted in two sale centres of District Udhampur and sale centre of Dharalta clearly shows that an amount of Rs. 46, 96, 445 on account of excess ration, which include 2271 Qtls. Atta (APL), 185 Qtls. Atta (AAY), 10 Qtls. Atta (BPL), 1813 Qtls. Rice (APL), 40 Qtls. Rice (AAY) and 1640 Qtls. Wheat (APL), have been misappropriated.
Further enquires reveal that some of the junior ranking officials have held the charge of nearly 10 posts at one point of time. This has been done with a clear motive to facilitate misappropriation and swindling of Government ration. One Rachpal Singh, who is functioning as TSO, was holding the charge of Supervisor of 4 mills of Udhampur, Chief Supervisor FCI, TSO Udhampur, TSO Majalta and TSO Majoori till recently.
Presently, Rachpal Singh was functioning as TSO for practical purpose whereas one Babu Ram is actually posted as TSO Udhampur. The role of Assistant Director R .S Wazir was found to be dubious and it is with his connivance and complete tacit support that this bungling was going on in CAPD Udhampur.
Crime Branch Jammu has seized some records on the basis of preliminary verification report and registered a case FIR No.22/2009 U/S 409/420/467/468/471/120-B/RPC and took up investigation under the supervision of Deputy Superintendent of Police.
