J&K is ninth best state in India

Jammu, Sept 19: Something good is definitely happening somewhere in Jammu and Kashmir. In its annual survey on ranking of states –a keenly awaited annual feature and one of the most talked about survey in the country –the India Toda magazine has shown Jammu and Kashmir climbing up the ladder by one step over the position it was spotted at last year.
Though the India Today survey puts Jammu and Kashmir –at ninth rank among 20 big states in the country –exactly where the state was in the same survey in 2003, the improvement in rank is after five years of constant decline. Jammu and Kashmir was rated as ninth best in India in 2003 but this honour declined to number 10 for next to years and further slipped to number 11 during 2006 and 2007 and the turnaround talk of then Chief Minister Ghulam Nabi Azad was its highest. There was slight improvement in 2008 which saw the state climbing back to number 10 and then eventually improving to number 9 this year –a return to its 2003 socio-economic and development profile.
The neighbouring state Punjab has been a topper in almost categories ranked as overall number one state in the country since 2003. However, another neighbouring state, Himachal Pradesh has snatched the number two title from Tamil Nadu to become second best state in the country. Punjab has been rated as best overall state and number one in agriculture, infrastructure and consumer markets. Himachal Pradesh, though overall number two, has been rated best in education, health, macro-economy and investment.
At bottom of the list are none other than Bihar, Jharkhand, Uttar Pradesh, Chhatisgarh and Orissa, in ascending order in the list of 20 big states. In this survey, the overall performance of any state is worked out on the bases of how well it performs on agriculture, primary health, primary education, law and order, infrastructure, investment, consumer markets and macro-economy.
The most remarkable improvement in Jammu and Kashmir has been seen in healthcare sector in which it has been counted as second best in the country. In 2008 survey J&K’s ranking in primary health was at number four in the country and for two preceding years the state was at number seven. It is quite significant achievement that Jammu and Kashmir has made an improvement in primary health care sector jumping from number four position to number two. Himachal Pradesh is best in this category and Bihar is poorest.
The biggest improvement among all parameters that Jammu and Kashmir has made in the current survey is in case of consumer market. There is a four point jump from its ninth rank last year to the fifth rank in the present survey.
In agriculture sector, though the state has made considerable improvement but it is still nowhere around any comfortable position of self sufficiency. J&K has been ranked at number 14 in agriculture sector –an improvement of three ranks over the position it held last year. Punjab is best in category and Assam poorest performer.
Despite major campaigns to woo the corporate sector, there is no desired improvement. In investment environment Jammu and Kashmir is static at number nine for last two years. Himachal Pradesh is best in this category and Bihar is worst. Considerable improvement has been noticed in infrastructure sector in which state has scored a point by jumping to ninth rank over its tenth rank last year. In macro-economy, Jammu and Kashmir is static at fifth rank.
Not but not least, despite all hue and cries, there is a considerable improvement in law and order situation. The state has been ranked at number 11 in law and order which is a definite improvement by two ranks over the previous year’s ranking.
