| Forces told to tighten security grid | | | Early Times Report Jammu, Sept 20: Security forces, deployed in Jammu and Kashmir, have been directed to intensify operations against militants who had carved out hideouts in different parts of the state. These instructions have been given following inputs from the intelligence agencies that the security scenario in the state may witness turmoil after the Eid celebrations were over. Police authorities today said that the inputs revealed that the anti-India forces were planning to launch a two-pronged campaign for pushing up the level of unr est and turmoil.According to these authorities, hardliners among the separatists have already announced starting another phase of "intifada"(peoples' resistence) in protest against delay in withdrawing troops and in settling the Kashmir issue and against alleged increase in human rights violations. Secondly, militants have been told to step up their strikes against security pickets and against political leaders. One senior police officer said that during the last three months several groups of militants,majority of them belonging to Lashkar-i-Toiba,have sneaked into Jammu and Kashmir from across the LOC. He said even the Prime Minister, Manmohan Singh, had confirmed it while addressing the conference of Directoprs General of Police in New Delhi. In the conference Manmohan Singh had referred to the rising level of infiltration had stated that infiltration was taking place not only from across the LOC but across Nepal, Bangladesh and some sea routes. The police officer said that the haul of arms and ammunition besides Nepalese currency from a hideout in Rajouri had lent evidence to the reports that militants would travel by air from Pakistan to Nepal on valid documents. Since they did not carry weapons and ammunition they managed to enter into India and later cross into Jammu and Kashmir. After entering into Jammu and Kashmir these militants were given arms and ammunition. The police officer stated that the public unrest kicked up by the separatists during the election process and later over the rape and murder of two women in Shopian had allowed militants to carve out new bases and hideouts in the state, especially in the valley because the security forces remained engaged in tackling these demonstrations and rallies. The result was militants established their bases in areas which had been sanitised earlier. As a result of fresh infiltration militants have set up their hideouts in various parts of Doda, Kishtwar, Poonch, Rajouri districts and parts of Udhampur district. Besides this infiltrators have carved out bases in the upper reaches of Kupwara, Baramullah, Anantnag, Budgam, Pulwama and Kulgam districts. Official sources said that they were waiting for the instructions from their patrons across the LOC. Once instructions were given to them they will not waste time in opening the mouth of their assault rifles. They may bank on attacking security pickets by hurling hand grenades. The police said that the security grid in the state was being further strengthened to prevent militants and separatists from destabilising peace in the state. It is in this connection that the police force deployed for tackling militancy related activities were being equipped with sophisticated weapons. Under the improved communication and transport system militants may not be able to give a slip to the security forces engaged in eliminating or arresting them. One police officer said that one thing that "worries" the Government is the way militant groups have succeeded in recruiting local youth in their outfits. These fresh recruits were being given arms training within the state and after a 15-day crash training these youths were given different tasks to perform.
