Illegal appointments of Anganwari workers, misappropriation of nutrition

Jammu, Sept 24- State Vigilance Organization has registered a case against six officials including CDPO and District Social Welfare Officer for allegedly making illegal appointments of Anganwari workers and helpers during 2005 and also misappropriating the nutrition meant for the children.
Babu Ram then Child Development Project Officer (Member/secretary), in league with Suraj Parkash then ICDS Doda (Chairman) and Khalid Jhangir then District Social Welfare officer Doda (Member) of Selection committee made appointments of non- deserving candidates as Anganwari workers/ helpers in violation of laid down norms/ criteria by abusing their official position.
The accused public servants resorted to fabrication of documents of Usha Devi, Chander Rekha a relative of Babu Ram Member/Secretary Selection Committee, appointed as Anganwari workers in Anganwari center Upper Kashore over the claim of Usha Devi in gross violation of rules. The accused public servants were also found to have made appointment of Usha Devi wife of Sanjay Kumar as Anganwari worker in Anganwari center Suigwari over the preference and claim of highly qualified candidate Geeta Devi, Similarly, another beneficiary Anara Devi was appointed as Helper in Anganwari Center Malwana on the basis of forged school certificate. The accused public servants and others abused their official position under a conspired plan in league with beneficiaries illegally and dishonestly made the appointments of Anganwari workers/ helpers to confer undue benefit upon themselves and the beneficiaries. A case u/s 120-B, 468, 471 RPC r/w section 5(1) (d) 5(2) J&K PC Act 2006 was registered and investigation started.
In another case of misappropriation of nutrition, the verification revealed that no Anaganwari center was opened or ever existed in village Suigwari, District Doda during the year 2006. During investigation it was found that Usha Devi Anganwari worker in league with Anganwari helper Kiran Devi hatched a conspiracy, manipulated the records and prepared fake enrollment list of children and fraudulently withdrew ration which was subsequently misappropriated. It was also found that a fake monthly program report showing the distribution of nutrition stock (ration) to non-existent center was prepared Usha Devi Anganwari worker which was approved by Chader Kiran then Supervisor ICDS Project Doda. An amount of Rs 64, 987 on account of ration, rent/honorarium was fraudulently drawn and misappropriated by the accused persons. The aforesaid acts of omission/ commission of the accused namely Usha Devi Anganwari Worker Suigwari, Kiran Devi helper and Chander Kiran then Supervisor prima-facie established, offence punishable u/s120-B, 468, 471 409 RPC r/w section 5(1) (c) 5(2) J&K PC Act 2006 and accordingly a case was registered and investigation taken up.
