| Telecom companies on ruse, PDD CE seeks detailed report | | | Early Times Report Jammu, Sept 24: From Prime Minister’s Task Force on Economic Reconstruction to Finance Minister Abdul Rahim Rather’s budget speech, everybody has shown a supporting concern for the private telecommunication companies operating in Jammu and Kashmir but these service providers have not left any opportunity to take ruin the public interests and deceive the government. When everyone rallying behind them and turning a blind eye to their parallel regimes of profit, then why not just join hands with them –this is exactly what the Power Development Department’s Inspection Division is seems to have done in Jammu. As per the power supply agreement between government and Telecom Service Providers, the substations have to become the property of the PDD after one year of its operation. When eventually this infrastructure has to go to the government then why should the telecom companies add quality to it? They are smart enough. In lieu of that nominal amount of investment is being spent upon building the infrastructure which means that government had to reinvest huge amount again for building scrambled infrastructure after a year or so. Some whistle blowers in the PDD informed Early Times that as per the rules the cable must be tied with supporting wire if installed in air but ironically most of the station are not supporting wire and even on the pole clamps are installed to tie it with. Not only has this but on many substations HT cable used is not as per PDD rules as according to PDD rules Ariel bunch HT cable in air is to be installed but vendors have installed HT cable being used for underground cabling. Taking strict action few months ago on government order, Chief Engineer, Jammu issued orders to disconnect power supply to the substation as the Telecom Service Providers didn’t adhered to the government order, at that time around 70 to 90 substations were disconnected of various Telecom Service Providers. To keep their under table income intact only few weeks after some corrupt officials restored most of the connection without installation of CTPT on it, which authenticates gross violation of government order besides connection are being still given without any rule which also amounts to mockery law by some PDD officers in Inspection Division. For any substation 10 to 12 KW electricity is required to run it but the condition of poles and wire speaks volumes of its low quality as poles have reduced in size and wire has lost strength to flow the current through, sources said and added that improper earthing (earth) could also become a cause of concern for many in the days to come. If such scandals continue to occur in government departments the day will not be far away when government will be left with no other choice than to go for privatization. As of now all the corporations almost are defunct and the departments like PDD, CAPD, Education and Health are the poor performers, so it is ripe time for authorities at the helm of affairs to take the cognizance and also to take measures to save state exchequer in the large interest of people of the state. Chief Engineer PDD, Ajay Gupta said that directions from his office to Inspecting Division has been forwarded to submit the detailed report regarding the matter and as soon as the reports drops in, further course of action will be taken. He said that Inspection Division has been asked to submit report of their activities as well the responsive measures by the various Services Providers thereof without any delay so that matter should be solved once far all. Highly placed sources in the department revealed that officials found involved in violating the rules set by the government would be punished with iron hands as government has received number of complaints in this regard. Though, Chief Engineer did comment on this part. Principal Secretary B. R Sharma could not be contacted for comments despite several efforts.
