| Sibal confirms two CUs for J&K, IIM dropped | | |
Early Times Report Jammu, Sept 25: In what can be described as a major victory of Jammu region in seeking parity with Kashmir, the Central Government today sought to put at end a row between the regions running over several months as it announced two Central Universities for Jammu and Kashmir. While Chief Minister Omar Abdullah and his Ministers and the parties in coalition, the National Conference and the Congress are in a celebration mode, the decision on the second Central University has clearly come at the cost of Indian Institute of Management which was earlier sanctioned for Jammu and Kashmir and has now been dropped. The Union Ministry of Human Resource Development as also the state government are yet to specify as where the first Central University shall come up as the already sanctioned Central University stands cleared by the Act of Parliament while fresh legislation is required for the new one. Reacting cautiously to the news, the Central University Andolan Samiti office bearers though described it as victory of their agitation but said that they will wait for the formal notification before calling the agitation off. Announcement about two Central Universities in Jammu and Kashmir came up in New Delhi today where the Union Minister for Human Resource Development Kapil Sibal explained the logic behind decision, during a press briefing. "In view of the special status of State of Jammu and Kashmir, which is having separate regions with distinct geographical, social, cultural and ethnic characteristics, the Central Government had decided to establish, as a special dispension, two appropriate Central Universities in the Kashmir valley," Mr Sibal said in a press meet. The decision is part of the restructuring and development plan of Jammu and Kashmir, he said, adding that the Government had taken a number of steps to improve education facilities in the State. He, however, said that the proposal to set up an Indian Institute of Management in the state had been dropped for the time being in view of resource constrains and increasing demand for a second Central University in Jammu and Kashmir. The Union Cabinet had on August 27 approved a proposal to set up seven new IIMs at Tiruchirapalli in Tamil Nadu, Ranchi in Jharkhand, Raipur in Chhattisgarh and Rohtak in Haryana as well as in Jammu and Kashmir, Uttarakhand and Rajasthan. Of these, the first four will be set up in the current financial year and the rest were expected to become functional from the next academic session. The seven older IIMs are at Ahmedabad, Bangalore, Kolkata, Lucknow, Kozhikode, Indore and Shillong. The Central Universities will have all the instructional and research facilities in emerging branches of learning like IT, biotechnology, nanosciences and others Meanwhile, expressing gratitude to UPA Chairperson, Sonia Gandhi, Prime Minister, Dr. Manmohan Singh and Union Human Resources Development Minister, Kapil Sibal for the people friendly gesture of granting two Universities to the State, the Chief Minister Omar Abdullah said that the decision depicts UPA Government commitment and keenness for the welfare and development of Jammu and Kashmir. “This has also addressed the sensitivities to and aspirations of the people of all the regions”, he said and advised the politicians to shun the practise of playing regional and communal politics on sensitive and important issues of People’s interest. “In no way regional, communal or divisive politics is answer to any issue, we have given assurance for two Central Universities and the result of our efforts is before the people”, he said reiterating that his way of working is to prove the point by actions silently and without making noises and raising slogans. Omar said his government with the active support of UPA Government in the Centre is committed for equitable distribution of resources and balanced development of all the regions and sub-regions of the State. Describing Jammu and Kashmir epitome of secularism, brotherhood and communal harmony, Chief Minister said that National Conference congress coalition government will always work to uphold the rich traditions and values of the State. Mr.Omar expressing dismay on the attitude of certain political parties who tried to incite the student and people to take a path which affected the academics adding that his style to work silently and achieve goals will continue for the welfare of the state and its people.
