Early Times Report
Jammu, Sept 27- The state Government , after having failed to recover passenger tax arrears amounting to several lakhs of rupees, even after adopting various methods, has decided to write off such arrears from their books within the current fiscal itself.
The recovery of passenger tax arrears have accumulated between 1990 and 1997.
The Finance Minister AR Rather has issued instructions to the concerned to write off the pending arrears and also inquire into the reasons that prevented the vehicle owners from informing the department about the sale or scraps of their vehicles. Wherever the authorities find owners, no case be instituted against him and all the lapses needed to be condoned, the authorities are reported to have been told.
These instructions, according to official sources, have been given to the Commercial Tax Department for introducing effective measures which would result in full recovery of passenger tax right from the current fiscal year. The Commercial Tax Department people have been told to avoid leaving even a penny to be left as arrears because once the arrears start multiplying the vehicle owners fails to pay the passenger tax money. This is part of the Government's plan to increase tax and excise collection so that added internal resources and revenue could be utilized on development works
At one stage the Government had announced amnesty for those vehicle owners who had not paid passenger tax. They had been asked to deposit just 50 per cent of the arrears and rest would be waived off. But there was no response from the transporters. Later a Government survey revealed that majority of vehicles were non-existent and their owners were not traceable. The survey said that the vehicles had outlived their utility and had been possibly sold as junk. Their owners had either died or some of them were trying to evade the commercial Tax Department people.
