| Cabinet to discuss apex panel suggestions on return of KPs | | | Early Times Report Jammu, Sept 29-The recommendations of the 32-member Apex Committee constituted to work out return plan of displaced people to the valley and for implementing over Rs.1600 crore Prime Minister's package are likely to be discussed by the state cabinet in its next meeting for approval. According to reports the Committee is also in favour of enhancing the cash relief to the migrant families. Since the enhancement of cash relief falls in the central sector the committee has decided to request the state cabinet to take up this issue with the central Government. Several organizations of the displaced people have been demanding enhancement of monthly cash relief from Rs.4, 000 to Rs.10, 000. The committee has also recommended that no displaced family be forced to eeturn to Kashmir and return should be voluntary and not compulsory. However, the Relief Department officials said that the Government has made it mandatory for the unemployed Pandit youths to return to Kashmir if they wanted Government jobs. Another recommendation made relates to upgrading facilities in the migrant camps in Muti, Mishriwalla and Purkhoo besides at Nagrota .It has also recommended that work on the construction of two-room flats at Jagti and two other places be expedited so that more displaced families are moved from the existing shanties to better accommodation.. Official sources today said that the committee has recommended that even if one member of the displaced family returns to Kashmir the entire family will be entitled to the relief package. As far as providing jobs to those migrant youths who were willing to return to Kashmir a system be evolved so that the selection process was completed expeditiously. Sources said that the Apex Committee is in favour of constituting a five-member official committee to be headed by the Relief Commissioner that will screen the unemployed youths and complete the selection process. The committee was of the view that if the selection process was completed expeditiously it could encourage other migrants to return to Kashmir. The Committee, the source said, has also recommended sanction of one time cash incentive of Rs.25 lakhs to those unemployed youths who have crossed the age-limit and were eligible for government job. This one time cash incentive to such youth will help them to set up small industrial units and other business activities
