| CM stresses judicious, timely utilisation of distt plan funds | | | Early Times Report Srinagar, Sept 30: The annual plans for three Valley districts, Budgam, Shopian and Pulwama were today approved today at Rs 77 Crore, Rs 57 Crore and Rs 60 Crore, respectively, in the district development board meetings held at Srinagar under the chairman of Chief Minister Omar Abdullah. Addressing the meetings, the Chief Minister laid stress on the meaningful, judicious and timely utilization of funds and said that the challenge before the administration is to spend the funds in right direction setting up the timeframe for tendering, procuring material, tying up the labour, execution of the works and completing the schemes. “We have shorter season to complete the projects as such added endeavour is required to ensure successful implementations of the schemes taking best advantage of the available working period”, he said and added that special attention needs to be taken in this direction in the Valley and parts of the Jammu areas witnessing severe cold and unfavourable whether conditions. Omar said that while government will focus on the consolidation programme especially in health and education sector to provide necessary equipment and human resources to the important health and education institutions, the upgradation and launch of new schemes on need basis will also be prioritized during the current fiscal. The Chief Minister said that government has earmarked over Rs. 643 crore as matching share capital for the Centrally sponsored schemes to ensure additional funds of about 1800 crore from the Centre this year. “We have also driven home the necessity of allotting Rs. 130 crore to the Centre government under APDRP to complete the sanctioned schemes under this project for distribution and transmission works”, he said adding that Union government has indicated that they are providing the demanded amount to the State government. Omar said that an amount of Rs. 20 crore as seed money has also been provided to the power development department for the launch of a comprehensive project for improvement, upgradation and construction of HT and LT network in the State. “We are also expecting huge amounts from the Centre under the remapped APDRP”, he said and added that this sector requires focus of attention along with power generation. The Chief Minister said that he has asked the administration to share the details of State sector schemes and Centrally sponsored programmes with the elected representatives of the people and asked the legislators to monitor these schemes along with the district plan. Omar said that in order to cater to the requirement of transformers during the winter in Kashmir division and during the summer in Jammu division when many power transformers get damaged, he has asked the department to create a transformer bank so that the damaged transformers could be replaced without any delay. The Chief Minister said that in order to speed up the development works in the towns and upgrade the civic amenities, he will call the separate conclaves of the Presidents of Municipal Committees and Urban Local Bodies of Jammu division and Kashmir division separately to work out a comprehensive programme in this direction.
