| Smear campaign in Forest Deptt as eminent forester returns home | | | Early Times Report Jammu, Oct 5: Instead of taking pride in Jagdish Kishwan’s return to Jammu and Kashmir, smear campaign is going on in the Forest Department after recent transfers and postings in which government moved some officers who have been there for many years. Jagdish Kishwan recently replaced Irshad Ahmed Khan as Principal Chief Conservator of Forests, who manned this post for three and half years. Kishwan, until recently Director General of Indian Council of Forestry Research and Education, is an eminent forester of international repute. He is somebody who represented India at Bali summit on climate change and is about to represent the country at Copenhagen. Instead of finding glory in return of Kishwan to his cadre state of Jammu and Kashmir, the campaign running on in the select quarters of Forest department is on why Khan was removed as PCCF. Irshad Khan, who ‘announced’ in a manner to seek premature retirement in protest against demotion to the post of Chief Wildlife Warden, is being quoted by the newspapers as dubbing many senior officers in the department as notoriously corrupt. The Minister for Forests Mian Altaf Ahmed is reported to have taken serious note of this misadventure campaign and is mulling action over a senior officer for protesting against his transfer while brandishing entire government as corrupt. “The grievance Khan is nursing is out of place”, said an officer in the department who pointed out that the posts of PCCF, Chief Wildlife Warden and Director SFRI are more or less equivalent and there is no case of demotion. Ridiculing the very basis of this smear campaign, an officer referred to the example of Police department where until recently J&K had four officers of the rank of DGP –PS Gill, Kuldeep Khoda, RV Raju and Dr Ashok Bhan –all manning different posts, some more challenging and some lesser challenging. “After all four could not have been made DGPs, similarly the post of PCCF can’t be reserved for a single officer till he retires or demits office at his pleasure”, said another officer mocking at the campaign. Meanwhile a government spokesman officially clarified that posting and transfer of Irshad Ahmad Khan, was a routine kind of administrative adjustment based purely on seniority. He clarified that Kheshwan who has been posted as PCCF in his place is undoubtedly senior to Irshad Ahmed Khan who has already completed three and half years tenure on this post. Spokesman further said that the government has received a representation from Irshad Khan, October 3, where under he had himself requested for posting to the post carrying or equivalent to apex level post of PCCF, grade Rs.80,000 as Chief Wild Life Warden post has a lesser grade which has been taken up for consideration and decision will be taken up on basis of merit.
