| E-governance –I | | Yasin, Gill, Dalip still at ‘helm of affairs’ in transport deptt | | SANT KUMAR SHARMA Jammu, Oct 5: Make way Qamr Ali Akhnoon. For Mr Hakim Mohammed Yasin who is still the transport minister in website records of the transport department. Dalip Singh is shown as Commissioner cum Secretary of the department. The Transport Commissioner’s post is still being held by P S Gill, IPS. In reality, Mr Yasin was the transport minister in Ghulam Nabi Azad’s cabinet. He held this post till July 10, 2008, when the Governor, Mr N N Vohra, took charge of the state as Mr Azad had tendered resignation from the chief minister’s post on July 7, three days prior to that date. Nowadays, he is an ordinary legislator who does not hold any portfolio in the Omar Abdullah ministry. These facts can be contested if one goes by the website of the state transport department at http://jaktrans.nic.in/transport The website still shows Mr Hakim Mohammed Yasin to be the transport minister of the state. It even carries a picture of the Honourable Minister, of course, Mr Yasin again. What portfolio does Mr Syed Ali Akhoon, the National Conference legislator from Kargil, hold then? According to the official website of the Jammu & Kashmir government, Mr Akhoon is the minister in charge of transport department. Indeed, Mr Akhoon holds not only the transport portfolio but also the consumer affairs and public distribution (CAPD) in the Omar ministry. The information has apparently not reached the officers who control the website content in the transport department. Under the icon, Who is Who, the website gives the name of Shri Dalip Singh, IAS, as Commissioner cum Secretary of the transport department. Not only this, it also gives Mr Dalip Singh’s picture, his Jammu and Srinagar office numbers, the phone number of his Jammu residence and even his mobile. Incidentally, Mr Dalip Singh has retired from the government service some time ago and does not hold the charge that the website attributes him to. That is not all. Another glaring anomaly in the website is the mention of Shri P S Gill, IPS, as transport commissioner of J&K. Mr Gill left J&K some months ago and presently heads the Punjab Police as its Director-General. The website diligently gives the official phone and fax numbers of Mr Gill, the transport commissioner, for both theJammu and the Srinagar offices. At the bottom of the website page, the credits for creating the website have been given. The website says that the solution has been provided by National Informatics Centre, Jammu and Kashmir Centre. Rather helpfully, it also says that in case of any discrepancy, please contact Transport Department, Transport Bhavan, Rail Head,Jammu. It has even listed an email [email protected] for the surfers. In the private sector, website construction and updation is a matter of days, if not hours. Of course, hourly or almost minute by minute updation is a norm in websites that webcast live commentaries of cricket, football and basketball matches. The state government has already launched an ever-awake, ever-on-the-job grievances cell for directing the public’s grievances to the Chief Minister, Mr Omar Abdullah, himself. At times, he replies to people, in double quick time, using his Blackberry. The outdated website is a study in contrast and may be the CM needs to ensure that his tech-savvy ways percolate down to babus as well. Sources in the transport department said since no senior officer has been designated as in charge of the website, nobody seems to care.
