Chaman calls for devolution of democracy to grassroots in J&K

The leader of the BJP Legislators Party, Prof. Chaman Lal Gupta has stressed the need for extension of the 73rd and 74th Amendment of the Indian Constitution to empower the basic democracies in Jammu and Kashmir as also to have a deep look into the ground results of the huge funding by the Centre.
Commenting upon the reports about the impending visit of the Prime Minister and prior to that the visit of a big Central team of officers to take stock of the developmental activities in this state, Prof. Gupta observed that mere visits would not serve unless sincere efforts are made to stem the wrought prevailing in this unfortunate part of the country.
In this regard, he particularly pointed out to the fact that during his visit to this state, on April 13, 2007 at a function at Udhampur, Dr. Manmohan Singh had suggested the state government to amend their laws in conformity with the central Legislation for having Panchayati Raj for realizing Swaraj. Despite this suggestion of the Prime Minister, the State government leaders have done nothing even after expiry of more than two years and it appears that because of the virus of separatism in their mind, the men in authority in Jammu and Kashmir are reluctant to opt for 73rd and 74th amendments of the India constitution in a straight manner and they are still harping to go by their own Panchayat Act of 1989. ‘Which is just a fiction and the results are obvious that the panchayati raj and empowerment of Local Bodies still remains a far distant cry, he said.
In the absence of central laws many evils continue to make a mockery of the whole democratic process, he added and pleaded for putting Jammu and Kashmir at par with other parts of the country so as to defeat the virus of separatism and secessionism.
About the provision of Central funds, the BJP leader said financial assistance must be given but by keeping the eyes and ears open to ensure that these funds are not squandered. for this, a peep in the past is essential, he asserted and pointed out that during all these years over rupees three hundred lakh crores have been spent to ameliorate the lot of the poor and to bring self sufficiency in various spheres of life but the results show that dependence in every sphere of life has been mounting, so much so, for even a small project or any other construction the state has little its own funding. Even the salaries of its employees the state is dependent at the Centre.
Referring to the ongoing execution of the schemes and projects, Prof. Gupta pointed out that Rs. 1470 crores were provided under Prime Minister’s Reconstruction Programme as also some other funds for having Sewerage System in this capital city of Jammu but what results on the ground are there, the Central team or anyother impartial observer can imagine that what havoc has been created and no body is bothered that what difficulties are facing the people of this city but for anarchy created in the name of developmental activities.
He asserted the present dispensation in the state is proving more incompetent than even the previous ones.
