Delete fake BPL ration cards by Oct end:Akhoon to DCs

Jammu, Oct 9: Asserting that reforms initiated in the public distribution system in the state is gradually showing positive results, the Minister for CA&PD and Transport, Mr. Qamar Ali Akhoon said that the government has formulated a multi-prolonged strategy to ensure that poor and needy population gets notified scale of ration and k.oil in full.

Interacting with the local legislators and other public representatives of different political parties and other social organizations at Kathua and Samba, the Minister said that Deputy Commissioners have been directed to complete the process of re-verification of BPL families within one month and delete all those in the existing list who are found to be ineligible. Simultaneously district-wise lists of genuine poor who fulfills the criteria should also be prepared and included against the number of families deleted during re-verification. He said it is the desire of the government that genuine poor should get the benefit on subsidized ration and not to allow influential and well to do funds to usurp poors right of getting ration on concessional rates. He appealed the people to come forward and get their name deleted voluntarily. He said it has been made mandatory for all sale centres to display existing lists of BPL/ AAY alongwith scale and prices of ration and kerosene failing which action including cancellation of licenses will be taken.

Mr. Akhoon said that a multi-tier monitoring mechanism has been put in place to prevent leakages and public representatives should support it. He said village level vigilance committees have been constituted which will be supervised by the district level committee headed by the Deputy Commissioner. As a part of strategy to curb leakages and ensure timely supply of ration and kerosene oil, it has also been made compulsory for ration dealers to deposit advance payment and lift ration for distribution latest by 10th of the month and distribute it before 25th of the month. Simultaneously, the department has been asked to make payment of commission to dealers on monthly basis before 10th. Similar restrictions have been imposed on k.oil.

The Minister announced that in view of the Diwali festival, the scale of ration for October shall remain 50 kg per ration card. However, in case of four member family, it would be 30 kg, but BPL/ AAY will continue to get 35 kg ration per ration card and 15 kg additional ration on APL rates.

As regard transport sector, Mr. Akhoon said that government have appointed ARTOs at Samba and four other newly created districts while remaining three districts will also get ARTOs soon.

At Kathua, the Minister directed AD Food and supply to visit those villages where complaints of non-availability ration have been received and ensure that they get the notified scale of kerosene oil. He said that if any dealer is found having kept ration card of beneficiary with him, his licence will be cancelled and the person who will give away his ration card to the dealer his ration card will also be cancelled.

Mr. Akhoon said that Gas agencies have been directed to give 100 percent home deliveries of LPG cylinders failing which consumer is entitled a discount of Rs. 8/- . The price fixed for LPG cylinder is Rs. 331/- (home delivery).

The Minister said that any locality fulfilling criteria of 1000 gas connections will be given a new LPG agency.

On the demand of MLC Mr. Subash Gupta, the Minister issued on the spot instructions to Deputy Commissioner/ ARTO to start bus service from Hiranagar to Jammu and Kathua.

Regarding the demand of opening of ration shops on holiday, Secretary CAPD/ Transport, Mr. K. B. Jandial said that orders have been issued that shops which open on Sunday can take holiday on Monday.
