Early Times Report
Jammu, Oct 9- Stressing on the need of evolving consensus on the Self-Rule proposal, the former Chief Minister and patron of the People’s Democratic Party Mufti Mohammad Sayeed today said that his party’s proposal was the realistic and a practical solution to address both external and dimension of the vexed Kashmir issue. He said that there was need to evolve a consensus on this issue both at national and state level to aggressively pursue this agenda aimed at restoring lasting and sustainable peace in this region.
Addressing senior party functionaries after launching membership drive here this afternoon, former Chief Minister exhorted the PDP workers to educate masses about this proposal as it was the only solution which would be acceptable to all stakeholders. “Through our Self-Rule proposal we have been demanding more powers for the State and if our state would become economically self-reliant, all regions and sub-regions would be equally benefited”, he observed while reiterating demand of re-negotiating water agreements with the Central agencies. “Being owner of the water of our state we should have the right to negotiate agreements”, he demanded while quoting some clauses of the Self-Rule.
He said that during his recent meeting with Prime Minister Dr Manmohan Singh he has taken up the issue of discriminatory water agreements and demanded handing over some hydro electric projects to the state as recommended by the C. Rangrajan Committee, constituted to recommend suggestions for the economic empowerment of the State. He said that it was due to the credibility and sincerity of the PDP leadership that successive governments at New Delhi have not only given serious thought but implemented the proposals given by the party from time to time for resorting peace in this region.
PDP patron also stressed on the need of the resumption Indo-Pak dialogue at highest level to take the peace to its logical end. Furthermore, he demanded that meaningful and unconditional dialogue should be started with all sections of the society including all factions of the Hurriyat Conference for amicable solution of the Kashmir problem. “There should not be a pick and choose policy while initiating dialogue with separatists”, he warned and cautioned against ignoring any leader or group in dialogue process. “The Government of India should come out with a positive attitude to initiate dialogue process with Pakistan and separatists groups of Kashmir”, he suggested and added that without involving all groups of the separatists, dialogue process should be remained inclusive and to make the talks result oriented it was imperative to involve all groups and factions.
