District Development Board meetings reduced to mere rituals: Harsh
10/10/2009 11:48:57 PM

Early Times Report
Jammu Oct 10
Harsh Dev Singh NPP MLA and its Chief Spokesperson has castigated the government for the procedural lapses and operational aberrations in the conduct of District Development Board (DDB) meetings convened during the current year thereby defeating their very purpose and objective.
He lamented that due to tight schedule of DDBs meetings, issues raised by the members in various Boards, could not be appropriately responded and addressed to with the result that neither any Accountability could be fixed for poor performance and for departmental laxities nor any resolutions could be passed for further course of action as was the precedent. He said the government by its casual and callous attitude towards this important democratic exercise reduced the DDB meetings to mere rituals devoid of any utility to the public at large.
Harsh Dev Singh further observed that the past bore testimony to the fact that negligence and apathetic attitude on the part of those at the helm was responsible for lapse of funds resulting in denial of the benefits of development to the common masses.
He said that recent disclosure in Assembly should be an eye opener for the government as it had revealed that out of Rs. 30,000 crore given to the state under PMs package only Rs. 6000 crore could be utilized by the government in the scheduled permissible time frame.
He called for convening review meetings of all DDBs in the near future for comprehensive discussions with respect to the functioning of the various departments and progress achieved vis-à-vis the funds allocation in respect of each of them.
