PM unlikely to fish in troubled waters
Stage being set in Tihar jail for Afzal's execution
10/2/2006 10:59:07 PM

NEW DELHI, OCT. 2
Preparations are afoot inside Delhi's Tihar Jail for carrying out execution of Kashmiri militant, Mohammed Afzal Guru, who has been sentenced to death for the 2001 terror attack on Parliament. Afzal is currently lodged in the Tihar Jail. And security within and around the jail premises has been further tightened.
The Prime Minister, Manmohan Singh, has received pleadings from several senior Kashmiri leaders, including the Chief Minister, Ghulam Nabi Azad, the esprit de corps of the National Conference (NC) and former Chief Minister, Farooq Abdullah, seeking his intervention in the matter so as to save Afzal from being hanged till death on October 20. Indications from the Prime Minister's Office (PMO) are by no means uncertain that Manmohan Singh will not fish in the troubled waters.
Secondly, at a time when the issue of death sentence of Mohamed Afzal Guru has been politicised with the country's mainstream politicians and political groups visibly arrayed against the pro-Afzal demonstrations in Kashmir by Muslim separatists and rebels, the Prime Minister, according to competent political observers, is unlikely to allow himself to get embroiled in any unnecessary controversy. Manmohan Singh, in plain language, is not ready to get himself belittled by supporting the demand for President's mercy.
Meanwhile, top police officials in Delhi have been found engaged in animated discussions on a message from Patna, making it clear that a Bihar jail is ready to provide the right rope to hang Mohammed Afzal. The Buxar Central Jail, 100 km from Patna, has a history of providing the special Manila ropes spun in the jail premises to hang convicts. The rope costs Rs.180 a kilo.
The Buxar Jail authorites have been reported to be "ready" to send the rope if Delhi's Tihar Jail authorites make a formal demand. Afzal Guru, a Jaish-e-Mohamed (JeM) 'hero', has been sentenced to be hanged on October 20 inside the Tihar Jail. It is recalled that when Dhananjay Chatterjee, accused of raping and killing a 14-year-old, was hanged at the Alipore jail in Kolkata in 2004, the rope was supplied by the Buxar Jail.
According to available reports, there are varieties of ropes made by Buxar inmates-- tent rope, handcuff rope and hanging rope. The count of the yarn indicates its finesse. A lot of hard work goes into the making of the Manila rope. First the yarn is spun into a thick thread from J-34 variety of cotton. Then the thread is smoothened by soft wax.
