| Teachers shortage owing to rise in attachments to city schools | | | Early Times Report Jammu, Oct 15 Shortage of teachers in schools, right from primary to higher secondary state, in the rural areas has adversely affected the teaching programme in the educational institutions, according to official sources. High placed sources in education department said that as a result of inordinate delay in the appointment of Rehabr-i-Taleem teachers and growing attachment of teachers have left several hundred schools in the rural areas without sufficient number of teachers. Harsh Dev Singh, former Education Minister, also stated that the academic atmosphere in all the rural schools was "dismal" because of acute shortage of teachers. He said that during his tenure as Education Minister, during PDP led coalition Government, he had detached over 2700 teachers. ‘These teachers had been posted in rural areas but had managed to attach themselves to schools in cities, including Jammu and Srinagar, he said. Harsh Dev said that during his tenure as Education Minister he had been instrumental in getting recruited about 32,000 educated unemployed youths as Rehbr-i-Taleem teachers. He said it was strange that during the last two years a few hundred RET teachers had been appointed and under the SSA scheme. He expressed surprise over the delay in recruiting ReT teachers and those under SSA scheme because both these schemes were fully funded by the centre. One among those who had applied for ReT teachers but yet are waiting for response, the Zulfiqar, a graduate from Poonch said, “I had applied for teacher’s post under Rehbr-i-Taleem scheme two years ago and till date they have not received any appointment orders. These candidates even alleged that some of their friends had to spend a good amount of money for persuading the concerned authorities to get the appointment letters. Harsh Dev Singh said that on one hand the Government had announced an ambitious scheme of opening of new educational institutions and upgrading others, on the other it has failed to provide the basic infrastructure required for ensuring smooth academic atmosphere. He suggested to the National Conference led Government to start detachment of attached teachers immediately and complete fresh recruitment of teachers under RET and SSA schemes so that students did not suffer.He said if the system was not further improved it would force the student community to enroll themselves in private schools.
