| Tarigami demands release of state share under CSSs | | | Early Times Report Srinagar October,15 CPI (M) State Secretary and MLA Kulgam Mohammad Yousuf Tarigami has said that non availability of the matching state share for various Centrally Sponsored Schemes (CSSs) has hampered the pace of these Schemes. ‘This, he said can have for reaching effects in future while demanding funds from the centre under Centrally Sponsored Schemes. In a statement issued here today, Tarigami said that the state needed such a Planning and Development strategy where the Sectors of the economy are segregated in terms of their significance in growth rate. He said that Planning and Development Deportment (PDD) is the axis of economic activities and urged the Chief Minster for reorientation of the Department to attend the development needs of the people with a holistic view besides, ensuring the timely completion of the welfare schemes. He suggested that State Planning Commission(SPC) be constituted that could suggest and devise future planning of the state in consultation with the State Finance Commission keeping in view our resources and developmental needs. Referring to the non release of state matching share approximating to over Rs.120 crore under Sarva Shiksha Abhiyan (SSA), Tarigami said that this has retarded the implementation of the programme aiming at social transformation in the state. He demanded the immediate release of the share so that the infrastructure development and provision of the required staff in the educational institutions is not delayed further more. He further said that the precedence of requesting the Centre for extension in the life of the Centrally Sponsored Schemes for the state be discouraged forthwith by fixing responsibility on the bureaucracy and field functionaries to achieve the targets of the schemes during their life. Tarigami said that poor utilization of funds and monitoring of under execution works was also to be looked into by the government and ensuring the participation of the people in overseeing the pace of these so that scope of misuse of funds and delay in completion is eliminated.
