| Kishwan stresses Foresters to speed up decision making | | | Early Times Report
Jammu, Oct 16: The incumbent Principal Chief Conservator of Forests, Jammu and Kashmir, Jagdish Kishwan today chaired a review meeting of forest officers of Jammu province here today to discusses the various issues and review the progress of various developmental works. Kishwan, a 1975 batch IFS officer took over as new PCCF of J&K earlier this week, after having served as Director General ICFRE and DG Forests in Government of India. An international expert on Climate Change, Kishwan has represented India at the Bali summit and is scheduled to represent in the Copenhagen too. In Jammu, the PCCF called up a two day meeting of all the officers of divisional level which ended later today. He called upon the officers to speed up the developmental works and also take competitive decisions wherever required and not to delay the decision taking process by shifting the files through a routine hierarchical set up. Terming encroachment as the biggest challenge before the forest department he assured all financial help and support from the government and asked the officers to be vigilant in such areas. He further impressed upon the officers to speed up the pace of developmental works under various centrally sponsored schemes and state sector. Kishwan further supported the idea of decentralization in the department so that developmental works are not delayed unnecessarily. The forest officers were strongly impressed upon to give results in a timeframe and any laxity will be taken seriously. On issues of timber distribution and provision of firewood the PCCF emphasized on the availability of timber and firewood in the departmental depots wherever required. While reviewing the present stock situation in the timber depots he stressed for an early lifting of timber from the State Forest Corporation and also immediate handing over of marked compartments to corporation for extraction so that timber could be provided to the needy before winter. Moreover he called for a transparent and speedy procedure of timber distribution. For the said purpose he allotted funds on the spot for extraction of firwood and transportation of timber. Various other issues like service conditions of frontline staff and raising infrastructure were discussed at length and all support was assured by the forest chief of state. The meeting was attended by the new Chief Conservator of Forests, Jammu province, S C Sharma, Conservators of Forests A K Tikku, Asif Mehmood Sagar, Suresh Gupta, heading respectively East, West and Chenab Circles, and all the Divisional Forest Officers of Jammu province, apart from officers from the state forest corporation, ecotask force and various projects in Jammu region.
