| CBM before PM’s visit | | Two RR formations pulled out of Valley | | Early Times Report Jammu, Oct 19: Close to the heels of Home Minister P Chidambram’s announcement of initiating dialogue with all shades of opinion and the separatists setting conditions for participations, a major Confidence Building Measure (CBM) is being seen to have carried out as two significant formations of Army have been moved out of Kashmir Valley. This important development on relocation of troops comes ahead of the Prime Minister Manmohan Singh and Congress President Sonia Gandhi’s upcoming visit to Jammu and Kashmir later this month. The Prime Minister, along with other dignitaries, is visiting Kashmir to launch remaining tract of the Valley rail line and on the sidelines of his visit he is expected to make political announcement, particularly to enthuse confidence among separatists to participate in the talks process. The separatists have already responded positively to the Home Minister P Chidambram’s offer of dialogue but many of them, notably the moderate faction of Hurriyat Conference headed by Mirwaiz Umar Farooq, set condition of some Confidence Building Measures before entering into dialogue. Responding to Chidambram’s offer, Mirwaiz had asked for reduction of troops and release of detenues as key CBMs for initiating meaningful dialogue between Kashmiri separatists and New Delhi. The pullout of two Rashtriya Rifles formations of Army –one each from North and South Kashmir –is being seen as CMB to bolster the peace process. The army has started redeploying its troops in the state to plug the gaps in security along the border and the Line of Control (LoC). The army has redeployed two battalions of Rashtriya Rifles from north and south Kashmir in the Doda region of Jammu. This has been a long-standing demand of political parties in Kashmir.
